In adherence to its mandate of providing preventive and rehabilitative services to children who are victims of abuse, neglect and exploitation, the Department of Social Welfare and Development  implements developmental programs and initiatives that mobilize and utilize the family and community to respond to a problem, need, issue or concern of children and youth.

These include the following:

Child Protective Services - Preventive and rehabilitation services provided to children who are victims of abuse, neglect and exploitation. These include provision of immediate intervention for children's early recovery and reintegration to their families.

Therapy Services for Abused Children - Therapeutic interventions and approaches provided to children to overcome the negative effects of abuse. These aim to maximize their potentials towards living a normal and productive life.

Alternative Family Care - This provides permanent or temporary family care arrangement to children whose parents are unable to provide for their basic needs, temporarily or permanently. This is provided to a child in three ways:

1. Adoption - A socio-legal process of providing a permanent family to a child whose parents have voluntarily or involuntarily relinquished parental authority over the child. The framework for the implementation of the domestic adoption is based on the provisions of Republic Act 8552 or the Domestic Adoption Act of 1998.
2. Foster Family Care - The provision of a planned substitute parental care for a child by a licensed foster family when the biological parents cannot care for her/ him.
3. Legal Guardianship - Granting of sole and absolute legal guardianship, parental authority or legal custody over the child to a parent/person by the Court. This applies in situations where the parents are legally separated, divorced or have had their marriage annulled.

Travel Clearance to Minors - Issuance of travel clearance certificate to a child (below 18 years-old) who is traveling alone or accompanied by somebody other than his/her parent. This aims to protect the child from abuse, exploitation and trafficking by ensuring he/she is traveling for legitimate reason and with an authorized person.

Special Social Services for Children in Armed Conflict (CIAC) - Provision of a package of social services and interventions designed to protect and rehabilitate children affected directly or indirectly by armed conflict.

Government Internship Program (GIP) - A program that gives youth the opportunity to participate in government service by giving them summer job. GIP is a program component of the Kabataan 2000 that aims to initiate the youth to public service.

Rehabilitation Services for Children in Conflict with the Law (CICL) - DSWD provides a package of rehabilitation services through its residential care facilities such as the Regional Rehabilitation Center for Youth (RRCY), National Training School for Boys (NTSB) and National Training School for Girls at Marillac Hills to enable CICL to improve their social functioning. This aims to reintegrate CICL with their families and the community. These services include psycho-social care, educational, homelife, dietary, health, recreational, and other cultural activities and spiritual enhancement.
