Description

  • Republic Act No. 9523 was passed into law on March 12, 2009 and took effect on May 28, 2009, after its publication. It is an act requiring the Certification of the DSWD to declare a child legally available for adoption (CDCLAA), as a pre-requisite for local and inter-country adoption proceedings;
  • Republic Act No. 8552 or the Domestic Adoption Law mandates the DSWD to facilitate the provision of immediate and permanent placement of a child legally available for adoption, needing an adoptive family.
Objectives
  • To determine a child’s eligibility for issuance of CDCLAA and facilitate its issuance when recommended.
  • To facilitate the permanent placement of a child that is eligible for adoption.

Status of Implementation

  • Amendments on certain provision of A.O 11 s. of 2009 to hasten the adoption process.
  • DSWD Memorandum Circular No. 7 Series of 2015 was signed on May 5, 2015.
  • Developed templates for child specific monitoring and unified caseload inventory.
  • Guidelines on children for adoption whose family are Pantawid beneficiaries and Muslim children for adoption are currently being drafted for guidance of program implementers.

2015 Activities

  • Adoption Consciousness Week Celebration (February 17-24, 2015).
  • Focus Group Discussion (June 2, 2015). Participants to this activity were representatives for the local Court Judges nationwide. The objective was to tackle the emerging issues in judicial proceedings on adoption.
  • Technical Assistance Forum (Luzon Cluster– June 23-26, 2015, Visayas Cluster July – 27-30, 2015, Mindanao Cluster August – 24-27, 2015). This activity aimed to provide technical assistance to the FOs on difficult cases they encounter pertaining to alternative family care program.
  • Evaluation of National Matching Conferences in September 2015
