Bottom-Up Planning and Budgeting (BUB)

Pilot tested in 2013 and now on its 3rd cycle, the Bottom-Up Budgeting (BUB) Process is proposed to ensure implementation of priority poverty reduction projects as identified at the city/ municipal level through participatory planning and budgeting process. The approach is to prepare the budget proposals of line agencies, taking into consideration the development needs of cities/ municipalities as identified in their local poverty reduction action plans that shall be formulated with strong participation of the basic sector organization and other civil society organizations at the grassroots level.
