New Department of Social Welfare and Development (DSWD) Secretary Judy M. Taguiwalo began her first official day in the department by attending the official leadership turnover rites led by her predecessor Corazon “Dinky” Juliano-Soliman.

Sec. Taguiwalo was introduced to the administration and rank and file employees of the DSWD as a Filipino who has made a deep contribution to the struggle of the Filipino people when she fought the Marcos dictatorship, and now continues to serve the country in her new capacity as the secretary of the DSWD.

The ceremony was originally slated to begin at 9AM, but owing to last night’s solidarity dinner activity with various urban poor community residents from all over Tondo, Manila as well as Quezon City, Sec. Taguiwalo asked that the ceremony begin at 10.

Here are excerpts from the speech she delivered:

“Simboliko pero makabuluhan na ang kagyat na opisyal na ginawa ni Pres. Rodrigo Duterte kahapon sa labas ng Malacanang ay ang pakikidaop-palad sa mga maralita ng Tondo, particular sa mga taga-komunidad ng Isla Puting Bato. Sa palagay ko, ang unang official business kagabi ay ang pagpapakita ng pakikiisa ng bagong president sa mga nasalanta ng Yolanda; sa mga magsasaka tulad nilang mga nasa Hacienda Luisita na patuloy na naggigiit ng sariling lupa; sa mga Lumad ng Mindanao na nasa mga evacuation centers na humihiling na mahinto ang militarisasyon at makabalik sila sa yutang kabilin o lupang ninuno; at sa mga bakwit sa Zamboanga City na biktima ng armed conflict sa rehiyon.

“Simple lang ang mensahe ni Pres. Digong kagabi. Hangad niya na ang bawat mamamayan ay may matiwasay na buhay, hindi nagugutom, at may makabuluhang trabaho. Prayoridad niya ang edukasyon at kalusugan, at ang kikitain sa PAGCOR ay pangunahing mapupunta sa Department of Health para sa mga gamot na kailangan ng mga mahihirap.

“Mahalaga sa kanyan ang laban sa katiwalian dahil hinihigop nito ang pondo ng bayan na dapat mapunta sa mga serbisyo at programang pangkaunlaran.

“Hangad niya na magkaroon ng kasunduang pangkapayapaan sa MILF/MNLF at sa NDF dahil mas gugustuhin niyang magamit ang pondo ng bayan sa serbisyo kaysa sa bala at kagamitang pandigma.

“Nais niyang mapabilis ang serbisyo sa mamamayan kaya’t kailangang maagap ang pagtugon sa kanilang kahilingan at maalis at mapaiksi ang mga pila sa mga opisina ng pamahalaan.

“Ang mga ganitong patakaran ni Pres. Duterte ay mga patakarang makamahirap at maka-mamamaya. Kaya’t kung may mga nagtataka bakit tinanggap ko ang pagsisilbi sa pamahalaan bilang bahagi ng kabinte pagkatapos ng halos buong buhay ko sa aktibismo sa kalsada: madali ang sagot: may mga pagkakaisa kami ni Pangulong Digong sa pagpapauna sa kapakanan ng nakararami at ng bayan bago ang sarili; ang paghahangad ng isang pamahalaang nagbibigay prayoridad sa kalagayan ng mga mahihirap at walang bahid ng katiwalian.”

Sec. Taguiwalo said that she wants to develop and strengthen an ethic of service to the people which give no room for corruption.

“Reports of corruption and irregularities will be investigated and properly dealt with,” she said.

DSWD employees, particularly members of The Social Welfare Employees Association of the Philippines (SWEAP), particularly expressed happiness over her declaration that she will negotiate with employees and the union so that they can finalize a collective negotiating agreement (CNA).

“We will also conduct consultations with SWEAP chapters in the regions,” she said.

Sec. Taguiwalo brings with her a core group comprised of fellow social workers, academics,  and activists: Mae Fe Templa from Davao; Hope Hervilla from Western Visayas; Marilou Turalde and Aleli Bawagan from the National Capital Region;  Noel Leyco from the Asian Institute of Management; and lawyers Alnie Foja and Jill Santos. ###
