The Department of Social Welfare and Development (DSWD) has a systematic approach in addressing the non-compliance of household beneficiaries to the conditionalities of the Pantawid Pamilyang Pilipino Program (4Ps).

4Ps Social Marketing Division (SMD) Chief Marie Grace Ponce confirmed this on Wednesday (November 27), saying the agency carefully considers the cause of the beneficiaries’ non-compliance before their actual removal from the program.

“Maaaring matanggal sa 4Ps kung hindi ka regular na nagko-comply doon sa mga conditions natin pero may proseso po ito,” SMD Chief Ponce told the 11th episode of the 4Ps Fastbreak, an online talk show hosted by Information Officer Venus Balito.

The 4Ps Fastbreak is aired every Wednesday over the DSWD’s Facebook page and is produced by the Digital Media Service (DMS) of the Strategic Communications group.

Under Republic Act (RA) 11310, also known as the 4Ps Act, a beneficiary found to be non-compliant will first undergo case management. During this process, the case manager will assist the beneficiary in taking appropriate steps to address and resolve the issue of non-compliance.

The beneficiary will not be immediately delisted but will be given a one-year evaluation period to prove the family’s willingness to comply with the program’s conditions.

This measure, according to SMD Chief Ponce, is specifically designed in consideration of beneficiaries whose non-compliance is unintentional and is
bound by circumstances beyond their control.

“Kasi minsan may mga cases na nililipat ng paaralan yung bata, hindi naa-update ‘yung school records niya and nata-tag siya as non-compliant. So importante din po na ma-ensure ninyo na updated yung mga record ng inyong anak, lalong-lalo na sa paaralan niya,” SMD Chief Ponce said.

A similar procedure applies to non-compliant households reported to the DSWD’s grievance mechanisms.

“Pag ang kaso naman ay ‘pag may nag-file ng grievance or yung tinatawag natin na misbehavior or fraud, yan ay binibigay sa atin at ginagawan ng investigation ng ating mga grievance officer at sinusubmit yan sa atin and then inuupuan at tinitignan kung talagang meron pong misbehavior on their part,” SMD Chief Ponce explained.

The 4Ps is the national poverty reduction strategy and human capital investment program that provides conditional cash transfers to poor households for seven years to improve their children’s health, nutrition, and education.

For education, children 3-18 years old must be enrolled in school and daycare or pre-school, and elementary and high school students must have an 85% class attendance rate in a school year.

Parents of 4Ps beneficiaries must also attend the monthly family development sessions (FDS), which is among the program’s proactive approaches to empower marginalized communities through education and practical support. # (LSJ)

Inihayag ng Department of Social Welfare and Development (DSWD), may alituntunin na sinusunod ang Pantawid Pamilyang Pilipino Program (4Ps) para sa mga benepisyaryong hindi sumusunod sa mga probisyon na nakasaad sa ilalim ng programa.

Ayon kay 4Ps Social Marketing Division (SMD) Chief Marie Grace Ponce, dumadaan sa proseso at masusing pinagaaralan ng pamunuan ng 4Ps ang mga kaso ng ‘non-compliance’, bago pagdesisyunan kung nararapat na tanggalin sa programa ang beneficiary.

Sa ika 11-episode ng 4Ps Fastbreak ng DSWD, sinabi ni SMD Chief Ponce na “Maaaring matanggal sa 4Ps kung hindi ka regular na nagko-comply doon sa mga conditions natin pero may proseso po ito.”

Batay sa ilalim ng Republic Act (RA) 11310, o ang 4Ps Act, ang mga non-compliant beneficiary ay dadaan sa case management upang pag-aralan ang rason ng pagiging non-compliant ng benepisyaryo.

Magbibigay din ng isang taong palugit o evaluation period ang 4Ps bilang konsiderasyon sa non-compliant beneficiary bago ito tanggalin sa programa.

Sab ni SMD Chief Ponce, “This measure, is specifically designed in consideration of those whose non-compliance is unintentional and bound by circumstances beyond their control. “

Dagdag pa niya, “Kasi minsan may mga cases na nililipat ng paaralan yung bata, hindi naa-update ‘yung school records niya and nata-tag siya as non-compliant. So importante din po na ma-ensure ninyo na updated yung mga record ng inyong anak, lalong-lalo na sa paaralan niya.”

“Pag ang kaso naman ay ‘pag may nag-file ng grievance or yung tinatawag natin na misbehavior or fraud, yan ay binibigay sa atin, ginagawan ng investigation ng ating mga grievance officer at sinusubmit yan sa atin and then inuupuan at tinitignan kung talagang meron pong misbehavior on their part,” sabi pa ng opisyal.

Sinimulan ng 2008 at naisabatas batay sa Republic Act No. 11310 ng 2019, ang 4Ps ay isang national poverty reduction strategy and human capital investment program na nagbibigay ng conditional cash transfer sa mga mahihirap na pamilya sa loob ng pitong taon upang mapabuti ang kalusugan, nutrition at edukasyon ng mga bata.# (MVC)
