Department Social Welfare and Development (DSWD) Secretary Rolando Joselito D. Bautista awarded the Multi-Sector Governance Council (MSGC) members with plaques of recognition for their exemplary contribution to the successful Performance Governance System (PGS) Journey of the Department.

In a simple ceremony, DSWD Secretary Rolando Joselito D. Bautista presented the plaques of appreciation to Dr. Maria Fe V. Mendoza of the University of the Philippines-National College for Public Administration and Governance (UP-NCPAG), Director Rommel V. Fuerte of the World Vision; and Leonard Chesire Disability Philippines Foundation Incorporated.

He also extended his gratitude to Undersecretary Rolando Toledo of the Department of Budget and Management, Assistant Secretary Rosque Calacat of the Department of Interior of Local government, Director Joeven Reyes of Sulong Peace Incorporated, President Mercy Abad of Ahon sa Hirap Incorporated, Dr. Jasmin Nario-Galace of Miriam College, and Director Ana Maria Locsin of Plan International Philippines.

Since 2019, the MSGC has served as advisers and partners of the Department in its implementation of its Strategic Initiatives, or the transformative goals of DSWD.

Through the guidance of the Council, the Department was able to ensure that the sector’s concerns were fully integrated into the local execution of the social welfare programs.  DSWD collaborated with the MSGC in the development of the Manual of Operations of the programs to be devolved to the local government units (LGUs), refinement of the key message for the Department’s devolution Communication Plan, and the enhancement of the PREXC Budget Structure aligned to the Strategy. Moreover, the MSGC has consistently provided expert advice in the execution of the Strategy in the Department.

As a result of the collaboration and extensive efforts, DSWD attained the Performance Governance System (PGS) Proficiency level and the Silver Trailblazer Award in 2021. This serves as a testament of the Department’s commitment to governance reform as a means to achieve better public service delivery.

Secretary Rolando Joselito D. Bautista said “this triumph would not have been possible without the persistent support and constructive guidance of the multi-sector governance council, our partner in delivering breakthrough results under the DSWD’s strategic focus and governance scorecards.”

Through the help of the MSGC and its other mentors, DSWD is presently working on getting conferred with a PGS Institutionalized level which would ensure an improved quality in the service delivery of the Department. ### (PGS Article 14)
