DSWD highlights coordinated, inclusive social protection at UN social development meet

The Department of Social Welfare and Development (DSWD) underscored the importance of coordinated, equitable, and inclusive social protection policies during the 2nd Plenary Meeting of the 64th Session of the United Nations Commission for Social Development (CSocD64) held in New York on Monday (February 2).

Delivering the Philippine statement, Undersecretary Atty. Adonis P. Sulit of the DSWD’s Policy and Planning Group (PPG) highlighted the Department’s central role in advancing people-centered and rights-based social development through a whole-of-government and whole-of-society approach, anchored on strong national planning and integrated implementation.

“The theme indeed reflects a shared understanding that lasting progress towards social justice requires overcoming fragmented decision-making, and aligning social, environmental, and digital policies around shared and people-centered goals,” Undersecretary Sulit said.

Undersecretary Sulit emphasized in the Philippine statement that within the country’s strengthened development planning framework, the DSWD leads the coordination of flagship social protection programs that address multidimensional poverty, life-cycle risks, and vulnerability to economic, social, and climate-related shocks, while translating national development priorities into concrete action at the community level.

“At the core of this system is the Pantawid Pamilyang Pilipino Program or 4Ps, the Philippine Conditional Cash Transfer program that advances human capital development through integrated pathways for income support, education, health, and social development,” Undersecretary Sulit pointed out.

The DSWD official also underscored the Department’s complementary economic inclusion initiatives and early-life interventions, including programs that promote decent work, skills development, as well as nutrition and early childhood development, to enable households to transition from income support toward self-reliance.

In addressing climate vulnerability, Undersecretary Sulit highlighted the importance of integrated data and targeting systems, coordinated national and local implementation, and coherent financing mechanisms in strengthening adaptive social protection, particularly in disaster-prone contexts.

“Integrated data and targeting systems support evidence-based decision-making, shared accountability frameworks reinforce harmonized implementation, and coherent financing mechanisms align social protection investments with national development priorities. As we move forward, embedding coordination, equity, and inclusion at the heart of policy-making will be critical in delivering transformative, rights-based, and people-centered sustainable development that truly leaves no one behind,” the DSWD official emphasized.

Joining Undersecretary Sulit in the Philippine delegation to CSocD64 were Undersecretary Josefina Monina H. Romualdez of the DSWD’s Operations Group and Department of Labor and Employment (DOLE) Assistant Secretary Joel M. Gonzales.(CC)

The DSWD is the sole owner of the information collected on this site. The DSWD only has access to/collect information that you voluntarily give us via the modules of this website or other direct contact from you. Information collected may be used as a basis for client response regarding services or intervention that may be provided by the DSWD. Information will not be shared with any third party outside of the Government, other than as necessary to fulfill the requested services of a client. The DSWD takes precautions to protect information. Upon submission of sensitive information via the website, information is protected both online and offline. Wherever the Department collects sensitive information (such as passport and Birth Certificates), that information is encrypted and transmitted to the DSWD in a secure manner. This may be verified by looking for a lock icon in the address bar and looking for "https" at the beginning of the address of the web page. Only employees who need the information to perform a specific job (for example, certificate printing or customer service) are granted access to personally identifiable information. The computers/servers, where personally identifiable information is stored, are kept in a secure environment.
