DSWD strengthens 4Ps with DBM-approved enhanced organizational structure, plantilla positions

The Department of Social Welfare and Development (DSWD) has reached a historic milestone in strengthening the Pantawid Pamilyang Pilipino Program (4Ps) following the approval by the Department of Budget and Management (DBM) of its enhanced organizational structure and 5,703 plantilla positions.

The DBM’s approval marks one of the most significant institutional reforms for the country’s flagship social protection program since the enactment of Republic Act 11310 that institutionalized the 4Ps in 2019.

The enhanced organizational structure provides for the establishment of the 4Ps Bureau, the creation of dedicated 4Ps Divisions in all DSWD Field Offices, including the newly established Negros Island Region (NIR), and the approval of plantilla positions that will further strengthen program management and service delivery nationwide.

Under the approved structure, 5,627 plantilla positions were created for all DSWD Field Offices across the country.

These positions include, among others, 5,172 City and Municipal Links, 83 Provincial Links, 83 Social Welfare Officer III positions, 17 Division Chiefs, 617 Assistant Division Chiefs, and various technical, financial, administrative, and program support positions.

At the Central Office, 76 plantilla positions were likewise approved to support the operations of the newly-created 4Ps Bureau and its functional divisions.

The strengthened staffing pattern in the Central Office also provides dedicated positions for key program functions, including family development sessions, compliance verification, grievance redress, beneficiary data management, information systems, finance, human resource management, and administrative support, ensuring a more responsive and efficient implementation of the program.

DSWD Secretary Rex Gatchalian welcomed the DBM’s approval, describing it as a landmark reform that reinforces both the institution and the workforce behind one of the government’s most successful poverty reduction programs.

“The Pantawid Pamilyang Pilipino Program has transformed the lives of millions of Filipino families because of the unwavering commitment of our field personnel and the strength of our partnerships over the years. The approval of the enhanced organizational structure marks a defining moment in the continuing institutionalization of the 4Ps. By establishing the 4Ps Bureau, strengthening our regional presence, and creating plantilla positions across the organization, we are building a stronger institution that will enable us to deliver more responsive, efficient, and sustainable social protection services to Filipino families,” Secretary Gatchalian said.

The DSWD chief emphasized that the approved organizational structure is also an investment in the people who have dedicated years of service in implementing the program across the country.

“Behind every successful 4Ps beneficiary is a dedicated workforce that has tirelessly served communities, often under challenging conditions. These organizational reforms recognize the vital role of our personnel and provide a stronger institutional foundation for the program’s future. As implementation moves forward, the filling of approved plantilla positions, including the regularization of qualified personnel, shall be undertaken in accordance with Civil Service Commission, Department of Budget and Management, and DSWD policies to ensure transparency, fairness, and merit-based appointments,” Secretary Gatchalian explained.

The DBM’s approval of the enhanced organizational structure is expected to improve policy development, program management, operational efficiency, and service delivery at both the national and regional levels, ensuring that the DSWD remains responsive to the needs of more than four million partner-beneficiary households nationwide.

The reform likewise reinforces the Marcos administration’s commitment to strengthening government institutions and investing in the people who deliver essential public services.

By institutionalizing a stronger organizational framework for the 4Ps, the DSWD aims to ensure the sustainability of the country’s flagship poverty reduction program, providing organizational support to the thousands of agency personnel diligently serving communities throughout the Philippines. The DSWD is the sole owner of the information collected on this site. The DSWD only has access to/collect information that you voluntarily give us via the modules of this website or other direct contact from you. Information collected may be used as a basis for client response regarding services or intervention that may be provided by the DSWD. The DSWD takes precautions to protect information. Upon submission of sensitive information via the website, information is protected both online and offline. Wherever the Department collects sensitive information (such as passport and Birth Certificates), that information is encrypted and transmitted to the DSWD in a secure manner. Only employees who need the information to perform a specific job (for example, certificate printing or customer service) are granted access to personally identifiable information.
