DSWD sustains regular reach out to families, individuals in street situations thru Pag-abot Program

Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian joined the Pag-abot Program team during its regular reach-out activity along Congressional Avenue corner Visayas Avenue on Monday (April 27) to provide the families and individuals the chance to get off the streets and into safe, better living conditions.

“Eto (Pag-abot) yung programa ng ating pangulo, Pangulong Ferdinand R. Marcos Jr. para masigurado na walang pamilya na nakatira sa lansangan, walang indibidwal na nakatira sa lansangan, na ginagawa natin na mas maayos ang buhay ng bawat pamilyang Pilipino o indibidwal na pilipino,” Secretary Gatchalian said in a Facebook post on April 28 (Tuesday).

The DSWD, through its Pag-abot Teams, conducts regular reach out to families and individuals in street situations (FISS) on a 24/7 basis, communicating with the vulnerable sector and explaining the program’s benefits.

“Kinakausap natin nang masinsinan ang ating mga na reach-out para malaman nila ang mga pwedeng maitulong ng Departamento. Ginagawa natin itong mga Pag-abot Operations natin dahil, una, gusto nating mailayo sa kapahamakan ang mga kababayan nating naninirahan sa lansangan. Pangalawa, tinutulungan natin silang umahon sa kahirapan, at pangatlo, kailangan maramdaman nilang may bagong pag-asa para sa kanila, kaya mahinahon at makatao ang ating mga operations,” Secretary Gatchalian stressed.

During the said activity, the Pag-abot Team reached out to 10 beneficiaries—7 of these are individuals in street situations (ISS) and 1 FISS with 3 members. The said FISS were brought to the Pag-abot processing center to receive initial assistance and undergo further case assessment.

Secretary Gatchalian shared that in the processing center, the team prioritizes the provision of a clean place to stay, a warm bed, hot meals, and proper hygiene facilities to the FISS while social workers conduct biometrics and debriefing sessions.

The debriefing session is a vital activity for the social workers to understand the personal history of each individual and determine whether they still have family members waiting for them for reintegration.

“We have to know kung may pamilya pa o wala. Pag may probinsya na may pamilya, marami kaming naiuuwi. Pag dito sa Metro Manila, may pamilya, we’ll try to talk to the family. Other than that, it’s always a promise of a livelihood,” Secretary Gatchalian said.

The DSWD chief pointed out that the Department collaborates with different agencies as part of the whole-of-government approach in providing appropriate interventions to the FISS.

“We do linkages with TESDA (Technical Education and Skills Development Authority), mayroon kaming pinapa-train sa kanila ng skills. Kami kasi, cash grants. The technical expertise to do the training, wala kami nun,” Secretary Gatchalian added.

The Pag-abot Program is implemented by the Department in line with the directive of President Ferdinand R. Marcos, Jr. to ensure that the most vulnerable sectors in society are assisted and not left behind in development.

Started by the DSWD in 2023, the Pag-abot Program was institutionalized in January 2024 through Executive Order (EO) No. 52 signed by the President.

The program provides a wide array of comprehensive interventions, as well as opportunities to improve the social and economic status and fundamental rights of FISS. These interventions include medical assistance, food aid, transportation and relocation assistance, livelihood opportunities, transitory family support packages, and emergency financial and transitory shelter assistance, among others. The DSWD takes precautions to protect information. Upon submission of sensitive information via the website, information is protected both online and offline.
