2019 HAS BEEN A CHALLENGING YET FRUITFUL YEAR FOR THE DSWD.  THE DEPARTMENT DEALT WITH VARIED EMERGING CONCERNS OF THE SECTORS IT IS MANDATED TO SERVE, AS WELL AS DELIVER PROGRAMS AND SERVICES EFFICIENTLY AND PROMPTLY.

ASIDE FROM IMPLEMENTING THE DIFFERENT PROGRAMS AND SERVICES INTENDED TO IMPROVE THE WELL-BEING  AND PROMOTE THE RIGHTS OF THE POOR AND VULNERABLE SECTORS, THE DEPARTMENT ALSO SPEARHEADED THE CRAFTING OF THE IMPLEMENTING RULES AND REGULATIONS (IRRs) OF SEVERAL LEGISLATIVE MEASURES. THE DEPARTMENT ENSURED THAT THESE WERE CRAFTED WITHIN THE TIMELINES  TO ENSURE THE IMMEDIATE IMPLEMENTATION OF THE LAWS AND FOR THE CITIZENRY TO REAP THE BENEFITS.

VARIOUS DISASTERS ALSO HIT THE COUNTRY THAT REQUIRED THE DEPARTMENT TO IMPLEMENT CONTINUING DISASTER RELIEF OPERATIONS AS PART OF ITS TECHNICAL AND RESOURCE AUGMENTATION ROLE (TARA)  FOR LOCAL GOVERNMENT UNITS,  AS PROVIDED FOR UNDER THE LOCAL GOVERNMENT CODE OF 1991.

NO MATTER HOW HUGE THESE TASKS WERE, THE DSWD WORKFORCE REMAINED UNDAUNTED  AND CONTINUED WITH THEIR HARD WORK AND PERSEVERANCE, PUTTING PREMIUM ON THE ‘WHOLE-OF-NATION’ APPROACH / TO ADDRESS THE CHALLENGES ALONG THE WAY. THROUGH THIS,  THE DEPARTMENT STRENGTHENED ITS COLLABORATIVE EFFORTS WITH OTHER GOVERNMENT AGENCIES,  NON-GOVERNMENT ORGANIZATIONS (NGOs),  AND CIVIL SOCIETY ORGANIZATIONS (CSOs)  TO DELIVER THE MUCH-NEEDED SERVICES.

TODAY, LET ME SHARE WITH YOU THE DEPARTMENT’S ACCOMPLISHMENTS FOR 2019.  

AS OF NOVEMBER,  PANTAWID PAMILYANG PILIPINO PROGRAM (4Ps) IS BEING IMPLEMENTED IN 145 CITIES  AND 1,482 MUNICIPALITIES  IN 80 PROVINCES. A TOTAL OF 3,993,189 HOUSEHOLDS WERE PROVIDED WITH CASH GRANTS / UTILIZING FUNDS IN THE AMOUNT OF Php 57,863,606,400.

REPUBLIC ACT NO. 11310 OR THE 4Ps ACT  WAS ENACTED ON APRIL 17, 2019  AND THE IRR WAS SIGNED ON DECEMBER 10, 2019.   WITH THIS SIGNIFICANT LEGISLATIVE MEASURE,  THE PROGRAM BECOMES THE NATIONAL POVERTY REDUCTION STRATEGY OF THE GOVERNMENT.

FOR SUSTAINABILITY,  THE BENEFICIARIES WILL ALSO BE GIVEN PRIORITY IN AVAILING THE INTERVENTIONS AND MODALITIES  UNDER THE DSWD’S SUSTAINABLE LIVELIHOOD PROGRAM (SLP)  OR OTHER SIMILAR PROGRAMS OFFERED BY OTHER GOVERNMENT AGENCIES AND ACCREDITED PRIVATE INSTITUTIONS.

DSWD ALSO CONTINUES TO PROVIDE INDIGENT FILIPINOS  WITH ACCESS TO OPPORTUNITIES  THROUGH ITS SUSTAINABLE LIVELIHOOD PROGRAM (SLP).

AS OF NOVEMBER 2019,  SLP RELEASED GRANTS THROUGH PROVISION OF MODALITIES / TO A TOTAL OF 55,499 HOUSEHOLDS. OUT OF THE TOTAL SERVED,  22,394 HOUSEHOLDS WERE ENGAGED IN MICROENTERPRISE ACTIVITIES  WHILE 149 HOUSEHOLDS STARTED EMPLOYMENT.   

THE DSWD CONTINUES TO EMPOWER COMMUNITIES  IN TARGETED POOR AND DISASTER-AFFECTED MUNICIPALITIES / TO ACHIEVE IMPROVED ACCESS TO SOCIAL SERVICES / THROUGH THE IMPLEMENTATION OF THE KAPIT-BISIG LABAN SA KAHIRAPAN-COMPREHENSIVE AND INTEGRATED DELIVERY OF SOCIAL SERVICES-NATIONAL COMMUNITY-DRIVEN DEVELOPMENT PROGRAM (KC-NCDDP).

AS OF SEPTEMBER,  992 SUB-PROJECTS WERE COMPLETED BENEFITTING / A TOTAL OF 367, 962 HOUSEHOLDS NATIONWIDE.

DSWD ALSO EXTENDED  SUPPORT  FOR THE RECOVERY OF INDIVIDUALS / AND FAMILIES FROM UNEXPECTED CRISIS  THROUGH THE ASSISTANCE TO INDIVIDUALS IN CRISIS SITUATION (AICS).   AICS, WHICH IS DELIVERED THROUGH THE VARIOUS CRISIS INTERVENTION UNITS (CIU) AT THE DSWD CENTRAL OFFICE, FIELD OFFICES, AND SATELLITE OFFICES IN THE PROVINCES, PROVIDES EDUCATIONAL, MEDICAL, TRANSPORTATION, BURIAL, AND FOOD AND NON-FOOD ASSISTANCE.         

FROM JANUARY TO OCTOBER, THE DEPARTMENT HAS ASSISTED 742,568 CLIENTS NATIONWIDE WITH A BUDGET OF Php 3.5BILLION. MEDICAL ASSISTANCE REMAINS ON TOP OF THE AID PROVIDED.

AS PART OF THE DSWD’S CONTRIBUTION TO THE EARLY CHILDHOOD CARE AND DEVELOPMENT (ECCD) PROGRAM OF THE GOVERNMENT AND TO REPUBLIC ACT 11037 OR THE MASUSTANSYANG PAGKAIN PARA SA BATANG PILIPINO ACT, THE DEPARTMENT CONTINUES TO IMPLEMENT THE SUPPLEMENTARY FEEDING PROGRAM (SFP).

AS OF OCTOBER, A TOTAL OF 845,223 CHILDREN ENROLLED IN DAY CARE CENTERS AND SUPERVISED NEIGHBORHOOD PLAY FROM ALL REGIONS HAVE BENEFITTED FROM SFP.

IN ADDITION, IN ADHERENCE TO REPUBLIC ACT 9994 OR THE EXPANDED SENIOR CITIZENS ACT, THE DSWD IMPLEMENTED THE SOCIAL PENSION PROGRAM FOR INDIGENT SENIOR CITIZENS.

DURING THE YEAR, THE DEPARTMENT WAS TASKED BY THE PRESIDENT TO FAST-TRACK THE URGENT CLEANSING OF THE LIST OF BENEFICIARIES OF THE SOCIAL PENSION TO EXCLUDE INELIGIBLE SOCIAL PENSIONERS.

AS OF OCTOBER, A TOTAL OF 2,115,935 ELIGIBLE INDIGENT SENIORS HAVE BENEFITTED FROM THE PROGRAM WITH THEIR TOTAL PENSION AMOUNTING TO P14.028 BILLION. DSWD FIELD OFFICES CONTINUE TO CONDUCT PAY-OUTS OF STIPEND TO BENEFICIARIES.

MEANWHILE, THE DEPARTMENT HAS RECOGNIZED AND AWARDED A TOTAL OF 613 CENTENARIANS NATIONWIDE FOR 2019. UNDER REPUBLIC ACT 10868 OR THE CENTENARIANS ACT OF 2016, ALL FILIPINOS WHO HAVE REACHED 100 YEARS OLD AND ABOVE, WHETHER RESIDING IN THE PHILIPPINES OR ABROAD, WILL BE GIVEN A CENTENARIAN GIFT AMOUNTING TO P100,000 AND A LETTER OF FELICITATION SIGNED BY THE PRESIDENT.

IN CONTINUATION OF THE IMPLEMENTATION OF THE UNCONDITIONAL CASH TRANSFER (UCT) PROGRAM, THE LARGEST TAX REFORM MITIGATION PROGRAM UNDER THE CURRENT ADMINISTRATION’S TAX REFORM FOR ACCELERATION AND INCLUSION (TRAIN) LAW, THE DEPARTMENT HAS PREPARED AND UPLOADED THE 2019 PAYROLL DOCUMENTS FOR THE Php 3,600 UCT GRANTS OF 5,031,998 BENEFICIARIES TO THE LAND BANK OF THE PHILIPPINES FOR DISTRIBUTION AND RELEASE.

4,968,002 BENEFICIARIES ARE EXPECTED TO HAVE THEIR PAYROLL GENERATED AND UPLOADED THIS DECEMBER AS LANDBANK OF THE PHILIPPINES AND THE DEPARTMENT CONTINUE THE PAYOUT ACTIVITIES VIA OVER-THE-COUNTER (OTC) OR THROUGH CONDUIT SERVICE PROVIDERS IN GEOGRAPHICALLY ISOLATED AND DISADVANTAGED AREAS (GIDA).

THE DSWD ALSO PROVIDES ASSISTANCE TO TRAFFICKED PERSONS UNDER THE RECOVERY AND REINTEGRATION PROGRAM FOR TRAFFICKED PERSONS (RRPTP).

AS OF OCTOBER, THE DSWD HAS SERVED A TOTAL OF 1,297 FEMALE AND 395 MALE VICTIMS OF TRAFFICKING NATIONWIDE UNDER THE RRPTP. IN ORDER TO UPHOLD THE RIGHTS AND ENSURE THE WELFARE OF OVERSEAS FILIPINOS (OFs), THE DEPARTMENT ESTABLISHED THE INTERNATIONAL SOCIAL SERVICES OFFICE (ISSO).

AS OF SEPTEMBER, 21,931 DISTRESSED AND/OR UNDOCUMENTED OVERSEAS FILIPINOS WERE PROVIDED WITH PRE-DEPARTURE, ON-SITE, UPON RETURN, AND REINTEGRATION SERVICES.

IN 2017, PRESIDENT RODRIGO R. DUTERTE ALLOCATED P1 BILLION FROM THE OFFICE OF THE PRESIDENT’S SOCIO-CIVIC PROJECT FUND TO DSWD FOR THE IMPLEMENTATION OF THE LIBRENG GAMOT PARA SA MASA (LINGAP SA MASA).

FROM 2017 TO OCTOBER 2019, THE LINGAP SA MASA PROGRAM HAS SERVED 87,572 CLIENTS WITH A TOTAL AMOUNT OF Php 835,240,963.20.

THIS YEAR, THE COUNTRY WAS HIT BY DIFFERENT HYDRO-METEOROLOGICAL DISASTERS AND GEOLOGICAL HAZARDS WITH VARYING DEGREES OF INTENSITY.

FROM JANUARY TO NOVEMBER, THE DEPARTMENT WAS ABLE TO PROVIDE DISASTER RESPONSE SERVICES TO 583,955 FAMILIES AFFECTED BY VARIOUS DISASTERS.

DSWD ALSO ENGAGED 305, 759 DISASTER AFFECTED HOUSHOLDS FOR CASH-FOR WORK UNDER THE CLIMATE CHANGE ADAPTATION AND MITIGATION (CCAM).

A TOTAL OF Php 1.5 BILLION HAS BEEN UTILIZED FOR DISASTER RESPONSE AND REHABILITATION EFFORTS.

APART FROM PROVIDING ASSISTANCE TO VICTIMS OF NATURAL CALAMITIES AND HAZARDS, THE DSWD ALSO EXTENDED AID TO COMMUNITIES AFFECTED BY THE TEMPORARY CLOSURE OF BORACAY ISLAND.                

AS OF SEPTEMBER 2019, THE DSWD FIELD OFFICE VI HAS PROVIDED FINANCIAL ASSISTANCE WORTH Php 44,593,347.58 TO 18,281 BENEFICIARIES WHO AVAILED OF THE ASSISTANCE TO INDIVIDUALS IN CRISIS SITUATION (AICS); Php 57,579,765 FOR THE IMPLEMENTATION OF THE CASH-FOR-WORK PROGRAM; Php 7,921,340 FOR THE SUSTAINABLE LIVELIHOOD PROGRAM; AND, 25,515 FAMILY FOOD PACKS WERE GIVEN TO 12,431 FAMILIES AMOUNTING TO Php 7,282,153.60.

DSWD ALSO DELIVERED REHABILITATIVE PROGRAMS TO FAMILIES AFFECTED BY THE 2017 MARAWI SIEGE. TO DATE, THE AFFECTED FAMILIES HAVE RECEIVED Php 944,195,000 WORTH OF TRANSITORY FAMILY SUPPORT PACKAGE, Php 469,300,000 WORTH OF LIVELIHOOD SETTLEMENT GRANTS, AND Php 20,160,000 WORTH OF PABAON RELIEF PACKS.

IN SUPPORT OF THE ADMINISTRATION’S THRUST TO ATTAIN LASTING PEACE AND NATIONAL UNITY, THE DSWD HAS PUT TOGETHER THE BANGSAMORO TRANSITORY FAMILY SUPPORT PACKAGE (BTFSP) AND LIVELIHOOD SETTLEMENT GRANT (LSG) FOR DECOMMISSIONED FORMER COMBATANTS OF THE MILF.

DSWD HAS ALREADY RELEASED MORE THAN Php 697.9 MILLION IN FINANCIAL ASSISTANCE FOR SOME 6,979 DECOMMISSIONED FORMER MILF COMBATANTS DURING A PAYOUT ACTIVITY ON SEPTEMBER 7 IN SIMUAY, SULTAN KUDARAT, MAGUINDANAO.

FOR THIS YEAR, THE DEPARTMENT ALSO EMBARKED ON THE 3RD NATIONWIDE HOUSEHOLD ASSESSMENT THROUGH THE LISTAHANAN 3. AS OF DECEMBER 17, SOME 1,060,912 HOUSEHOLDS HAVE BEEN ASSESSED. DSWD FIELD OFFICES ARE NOW FAST TRACKING THE IMPLEMENTATION OF LISTAHANAN 3 AND IN ENSURING THE QUALITY OF THE DATA BEING COLLECTED SO THAT NO ONE WILL BE LEFT BEHIND.

IN ADDITION, AS CO-CHAIR OF THE REHABILITATION AND REINTEGRATION CLUSTER AND THE HEAD OF THE REINTEGRATION SUB-CLUSTER OF THE INTER-AGENCY COMMITTEE ON ANTI-ILLEGAL DRUGS (ICAD), DSWD’S MAIN CONTRIBUTION TO THE ADMINISTRATION’S ANTI-DRUG EFFORTS IS THE EMPOWERMENT OF LOCAL GOVERNMENT UNITS (LGUS) AND OTHER STAKEHOLDERS IN THE PROVISION OF AFTERCARE AND REINTEGRATION SERVICES TO RECOVERING PERSONS WHO USED DRUGS (RPWUDS) THROUGH THE PROVISION OF TECHNICAL ASSISTANCE AND CAPACITY BUILDING.

APART FROM THESE ACCOMPLISHMENTS AND IN PURSUIT OF BETTER AND IMPROVED QUALITY OF SERVICE, THE DEPARTMENT HAS ALSO BEEN  CONFERRED WITH SEVERAL RECOGNITIONS AND AWARDS SUCH AS 1ST RUNNER-UP IN THE FREEDOM OF INFORMATION CHAMPION CATEGORY AND TOP REQUESTED AND PERFORMING AGENCIES IN THE eFOI PORTAL AWARD;  SELYO NG KAHUSAYAN SA SERBISYO PUBLIKO FROM THE KOMISYON SA WIKANG FILIPINO;  AND THE RED ORCHID AWARD FOR IMPLEMENTING A TOBACCO-FREE ENVIRONMENT. THE DEPARTMENT WAS ALSO RECOGNIZED BY THE PHILIPPINE INFORMATION AGENCY FOR COMMUNICATING ITS PROGRAMS FOR AN INFORMED AND EMPOWERED FILIPINO CITIZENRY. DSWD’S  INTERNAL AUDIT SERVICE WAS GIVEN THE BEST PRACTICE AWARD FROM THE ASSOCIATION OF GOVERNMENT INTERNAL AUDITORS, INC.

AND JUST RECENTLY THE DEPARTMENT WAS AWARDED THE OFFICIAL CERTIFICATE OF CONFORMANCE TO ISO 9001:2015 FOR THE GENERAL ADMINISTRATION AND SUPPORT SERVICES GROUP (GASSG).      

WAYS FORWARD

FOR NEXT YEAR, THE DEPARTMENT WILL FOCUS ON HAVING QUALITY WORKFORCE WHICH WILL ENTAIL THE ENHANCEMENT OF OUR HUMAN RESOURCE STANDARDS AND THE PERFORMANCE GOVERNANCE SYSTEM-PROFICIENCY STAGE; QUALITY SERVICE DELIVERY WHICH WILL REQUIRE INNOVATIONS ON EXISTING PROCESSES; AND FULFILLMENT OF PRESIDENTIAL DIRECTIVES WHICH ARE TASKED TO THE DEPARTMENT.

SPECIFICALLY, THE DEPARTMENT WAS TASKED BY THE PRESIDENT TO IMPLEMENT INTERVENTIONS FOR INDIVIDUALS AND FAMILIES AFFECTED BY THE PROBLEM ON ILLEGAL RECRUITMENT AND THE EMERGING CONCERN OF THE AFRICAN SWINE FLU, AMONG OTHERS.

THE DEPARTMENT WILL ALSO CONTINUE THE CLEANSING OF THE LIST OF BENEFICIARIES OF THE SOCIAL PENSION AND THE 4Ps.

THE DEPARTMENT WILL INTENSIFY TO PARTNERSHIP WITH DIFFERENT GOVERNMENT AGENCIES TO ENSURE EFFECTIVE AND EFFICIENT IMPLEMENTATION OF NEW PROGRAMS SUCH AS THE MALASAKIT CENTERS AND THE SMOOTH TRANSITION OF PROGRAMS FOR THE SENIOR CITIZENS TO THE NATIONAL COMMISSION OF SENIOR CITIZENS.

CONCLUSION

WHILE DSWD’S HANDS WERE FULL IN 2019, THE DEPARTMENT WELCOMES THE RECOGNITION FROM THE NATIONAL ECONOMIC DEVELOPMENT AUTHORITY (NEDA) THAT OUR SOCIAL PROTECTION PROGRAMS HAVE SIGNIFICANTLY CONTRIBUTED TO THE REDUCTION OF POVERTY INCIDENCE TO 16.6 PERCENT IN 2018 FROM 23.3 IN 2015.       

DURING THE PRESENTATION OF THE PRELIMINARY REPORT OF THE 2018 FULL-YEAR OFFICIAL POVERTY STATISTICS OF THE PHILIPPINES ON DECEMBER 6, NEDA RECOGNIZED THAT THE SUSTAINED IMPLEMENTATION, EXPANSION, AND ENHANCEMENT OF THE DSWD-IMPLEMENTED SOCIAL ASSISTANCE PROGRAMS LIKE THE 4Ps, UNCONDITIONAL CASH TRANSFER, AND SOCIAL PENSION CONTRIBUTED TO THE REDUCTION OF POVERTY INCIDENCE BY PROVIDING ADDITIONAL INCOME TO THE POOREST SECTORS OF THE SOCIETY.

RECOGNIZING THE CONTRIBUTIONS OF THESE SOCIAL PROTECTION PROGRAMS IN THE REDUCTION OF POVERTY INCIDENCE IS AN AFFIRMATION THAT THE EFFORTS OF THE DEPARTMENT TO IMPROVE THE LIVES OF OUR FELLOW FILIPINO CITIZENS, ESPECIALLY THE POOR, MARGINALIZED, AND VULNERABLE ARE GAINING TRACTION. THE DEPARTMENT CONTINUES ITS EFFORT OF CONVERGING WITH DIFFERENT GOVERNMENT AGENCIES AND STAKEHOLDERS TO WIN THE BATTLE OF REDUCING POVERTY INCIDENCE TO 14% BY 2022.

FOR 2020 AND BEYOND, DSWD COMMITS TO ACHIEVE ITS ONE AMBITION – TO STEER A WHOLE-OF-NATION  APPROACH IN FREEING FILIPINOS FROM HUNGER AND POVERTY THROUGH A MAAGAP AT MAPAGKALINGANG SERBISYO.
