DSWD’s ASCC chairship to solidify stance on ‘One ASEAN-One Response’ interoperability in climate resilience, food security
The Department of Social Welfare and Development (DSWD), as chair of the 2026 Association of Southeast Asian Nations (ASEAN) Socio-Cultural Community (ASCC), will endorse plans to strengthen regional cooperation to reduce the impacts of disasters on vulnerable communities and ensure food security in the region.
“With Southeast Asia being one of the most disaster-prone regions, regional solidarity is very much alive and evolving in ASEAN. The Philippines can strongly attest to this because of the immediate help our country received after experiencing devastation from various typhoons and geological hazards from our ASEAN brothers and sisters,” Asst. Secretary Irene Dumlao of the DSWD’s Disaster Response and Management Group (DRMG) said on Sunday (March 1).
Aligned with the theme ‘RISE ASEAN’, the DSWD’s chairship will highlight measures to attain an environmentally-sustainable and food secure future through stronger regional interoperability mechanisms that will address cross-cutting challenges in climate resilience, disaster risk reduction, food security, and climate adaptation.
“ASEAN member countries continue to collaborate through formal agreements, joint frameworks, shared institutions, and partnerships with external organizations to respond collectively to common threats that hamper the development of the region. By sharing resources, expertise, and strengthening regional cooperation, ASEAN continues to uphold the spirit of ‘One ASEAN, One Response’,” Asst. Secretary Dumlao, who is also DSWD spokesperson, stressed.
For the upcoming 35th ASCC Council Meeting, the DSWD spokesperson pointed out that the Philippines will lead the discussions on the main outcome document, the ASEAN Leaders’ Statement on the Manila-ASEAN Strategic Protocol for Emergency and Comprehensive Transformation (ASPECT) Framework.
“The Manila-ASPECT Framework is a document for adoption of ASEAN member states that will facilitate stronger regional interoperability through standardized coordination, enhanced data sharing and logistics systems, and streamlined cross-border processes ensuring people-oriented and rights-based disaster response efforts in the ASEAN region,” Asst. Secretary Dumlao explained.
The new framework that will be adopted is aligned with the ‘One ASEAN, One Response’ vision that promotes a unified disaster response strategy emphasizing rapid, coordinated, and scaled support across the region.
In previous years, the ASEAN has developed several strategic frameworks promoting shared policies and cooperation among member states in relation to addressing climate change and disaster risk reduction.
These include the ASEAN Multi-sectoral Framework for Climate Change: Agriculture and Forestry Contributing to Food and Nutrition Security and SDGs; the ASEAN Agreement on Disaster Management and Emergency Response (AADMER); and, the ASEAN Framework on Anticipatory Action in Disaster Management, among others.
The ASCC activities are aligned with the overall theme of the Philippines’ 2026 ASEAN chairship, “Navigating Our Future, Together.” The theme demonstrates a call to action, driving the region toward enhanced resilience, deeper unity, and impactful change that prioritizes the people. (AKDL)
