From survival to self-reliance: A family rewrites their future with DSWD’s 4Ps

There are stories that unfold quietly. No grand announcements, no sudden breakthroughs. Just small, steady steps that eventually lead somewhere life-changing.

The story of the Morales family from Tiagon, Camarines Sur is one of them. Before stability came into their lives, the Morales family faced daily uncertainty.
Milagros worked as a housekeeper, earning just enough to help sustain their basic needs, while her husband took on whatever work was available to support the family.

With an unstable source of income and several children to raise, making ends meet was a constant challenge. Like many low-income households, they struggled to prioritize even the most essential expenses, especially their children’s education.

In 2011, the Morales family became part of the Pantawid Pamilyang Pilipino Program (4Ps) implemented by the Department of Social Welfare and Development (DSWD). At the time, it felt like a simple assistance, something to help them get through each day.

As the flagship poverty alleviation program of the Government, 4Ps provides conditional cash grants to poor households for the education and health of the children aimed at breaking the intergenerational cycle of poverty.

Nothing extraordinary, or so it seemed at first.

“Ito talaga ang naging tulay ng pagbabago sa aming pamilya,” said Milagros.

But change does not always happen overnight. Sometimes, it builds over time. Instead of treating the 4Ps support as temporary, the family anchored it on something lasting—the education of the children.

“Malaking tulong ang 4Ps lalo na sa pag-aaral ng aking mga anak,” she shared.

With discipline and determination, they made sure every opportunity counted, especially for their children.

As a convergent strategy to help 4Ps beneficiaries towards self-sufficiency, Milagros’ family was also provided with livelihood opportunities through DSWD’s Sustainable Livelihood Program (SLP). They used the assistance they received in starting a small printing business.

What began as a modest venture has grown into a dependable source of income, supporting both their daily needs and their children’s education.
Years later, two of their children, Alisandra and Jaira, both earned their degrees in Geology from Partido State University. Today, they are working as professionals in Manila, living out what once felt like a distant dream.

With greater stability, the weight they once carried began to ease. The family is now able to support the education of their two younger children, Godwin and Jandrix, who are pursuing their own college journeys. What once felt uncertain is now something they can steadily work toward.

“Unti-unti, natutunan naming tumayo sa sarili naming paa…Hindi na ganoon kabigat ang buhay,” she said.

What makes their journey remarkable is how they moved forward. There were no shortcuts—only persistence, wise choices, and the courage to keep going even when progress felt slow.

Today, the Morales family stands on more stable ground. They are stronger, more hopeful, and ready for what lies ahead.

They are among those who have completed their journey in the 4Ps program, carrying with them both the support they received and the lessons that shaped their future.

And now, with quiet pride, the Morales family can say – “Graduate na kami” as they have already exited from the program.

It is a declaration of how far they have come and a reminder that change is possible when opportunity meets determination. (KT)

The DSWD is the sole owner of the information collected on this site. The DSWD only has access to/collect information that you voluntarily give us via the modules of this website or other direct contact from you. All of the provisions in the Data Privacy Act will be observed specifically on the management of personally identifiable information.

Information collected may be used as a basis for client response regarding services or intervention that may be provided by the DSWD. Information will not be shared with any third party outside of the Government, other than as necessary to fulfill the requested services of a client. The DSWD, however, reserves the right to request the applicants to submit the hardcopy of documentary requirements in order to verify the authenticity of the information.

Unless otherwise provided, the DSWD or any of its authorized personnel may contact the client via email or SMS in the future for the purpose of status updates with regard to the transaction/service request, changes to this privacy policy, or other information reasonably necessary to effect the social service mandate of the DSWD.

  • Access and Correction

An individual has the right to ask for a copy of any personal information held by the DSWD about him or her; as well as the right to ask for corrections should any information be inaccurate or erroneous.   • Security

The DSWD takes precautions to protect information. Upon submission of sensitive information via the website, information is protected both online and offline. Wherever the Department collects sensitive information (such as passport and Birth Certificates), that information is encrypted and transmitted to the DSWD in a secure manner. This may be verified by looking for a lock icon in the address bar and looking for "https" at the beginning of the address of the web page. Only employees who need the information to perform a specific job (for example, certificate printing or customer service) are granted access to personally identifiable information. The computers/servers, where personally identifiable information is stored, are kept in a secure environment.
