The Department of Social Welfare and Development (DSWD) will prioritize the oldest indigent senior citizens in its new policy in implementing the Social Pension Program for Indigent Senior Citizens or SocPen.
“Ang isa sa pinakamagandang amendment sa policy ng DSWD with regards to the social pension implementation is that the new social pension beneficiaries would come from the oldest of the population. So hindi na po ngayon magkakaroon ng instance na matanda na pero hindi pa napapasama sa social pension,” Undersecretary Adonis Sulit of the DSWD’s Policy and Planning Group (PPG) said at the DSWD Media Forum last Thursday (January 29).
The DSWD received a funding allocation of Php51.8 billion for SocPen in the 2026 General Appropriations Act (GAA).
Undersecretary Sulit explained to reporters that the additional budget will enable the DSWD to accommodate around 171,00 new indigent senior citizens from the oldest population who are in the wait list of local government units (LGUs) based on the Community-Based Monitoring System (CBMS) data of the Philippine Statistics Authority (PSA).
“Yung aming target is 171,000 new beneficiaries plus yung kapalit doon sa mga natanggal na kasi nga either pumanaw o nakita pala na hindi qualified kasi may pension pala sa iba, so makakasama na po sila. So, kung nasaan yung pinaka matatanda, nandun yung social pensioners natin,” the PPG undersecretary pointed out.
The SocPen program provides a monthly stipend of Php1,000 to indigent Filipinos aged 60 and above who are frail, sickly, or with disability, and who have no regular income, pension, or financial support from their family.
Pursuant to Republic Act No. 11916, also known as “An Act Increasing the Social Pension of Senior Citizens,” which lapsed into law in July 2022, indigent senior citizens are entitled to a monthly social pension of Php1,000 from the previous Php500 per month, starting January 2024.
Qualified indigent senior citizens receive their monthly stipend on a quarterly basis.
Last year, some 4,113,050 million indigent senior citizens received their respective social pension from the DSWD from the original target of 4,085,066 beneficiaries.
The SocPen program is implemented through the DSWD’s Field Offices in coordination with LGUs. (AKDL)
