The Department of Social Welfare and Development (DSWD) has achieved the distinction of being first and receiving a recognition from the Civil Service Commission (CSC) for attaining the highest resolution and compliance rates for customer feedback, making it to the list of the CSC’s Contact Center ng Bayan (CCB) of Top 10 government agencies with outstanding frontline service for 2024.

This achievement signified a historic milestone for the DSWD, as it recorded a 100% resolution rate and 100% compliance rate for customer feedback for fiscal year 2023 and was hailed in CCB’s virtual awarding ceremony dubbed “2024 Contact Center ng Bayan Partner Recognition Program,” live streamed over the CSC’s Facebook account last September 27.

Strategic Communications Group (StratComm) officer-in-charge (OIC) and Agency Operations Service (AOS) Director Lara Duran represented the DSWD during the program. In a recorded message, Director
Duran thanked the CSC for the recognition and the commission’s continued support to strengthen the agency’s feedback mechanisms.

“We are very grateful to the CSC Contact Center ng Bayan, kasi yung partnership ng DSWD at ng CSC CCB, very instrumental for us in addressing complaints and grievances and yung mga concerns ng mga clients and beneficiaries namin,” Director Duran said.

Director Duran also highlighted the agency’s newly-implemented strategies and initiatives citing that the practice and application have shown positive impact on the management of customer feedback and grievances.

“In 2023, we implemented four new strategies and initiatives. First one is we assigned a grievance officer per office dito sa Central Office and per Field Office sa mga regions namin. Aside from that, we do monthly data reconciliation, so that’s the second strategy that we did. Every month, kung ano yung mga natanggap namin na mga complaints of grievances, we make sure na at par yung mga data namin doon sa mga data ng mga nasa Field Offices,” Director Duran pointed out.

These strategies on the centralized system of the central office’s feedback and grievances database are swiftly updated to sync with real time records of the Field Offices’ monitoring matrix.

“The third one is we do quarterly assessment. Nag co-congratulate kami do’n sa mga field offices, at least nabo-boost sila. And then last and most importantly, we do debriefing sessions for all of our grievance officers,” Director Duran said.

The CCB is responsible for ensuring that the different government agencies are compliant to Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 in responding to public concerns. The CCB, under the CSC, monitors the status of resolutions done by agencies.

The AOS is the primary DSWD office that handles the agency’s grievance mechanism. #

The Department of Social Welfare and Development (DSWD) is eyeing the inclusion of a feedback mechanism to its newly-launched Kaagapay Donations Portal to further improve donor’s experience.

“Sa mga susunod na mga buwan, ilulunsad po namin yung feedback mechanism para malaman po ng mga donors kung papaano po ito [Kaagapay Portal] ma-a-access,” Assistant Secretary Marie Rafael of the DSWD’s Partnership Building and Resource Mobilization Office (PBRMO) said in a radio interview last Sunday (March 2).

Asst. Secretary Rafael, who is also on top of this agency initiative, told radio station DZRH the DSWD will have a roadshow to promote the features of the Kaagapay Donations Portal and another newly-launched system of the Department, the Harmonized Electronic License Permit System (HELPS).

“Mag-iikot po kami sa buong bansa para rito at i-iimprove po namin yung aming mga serbisyo through the feedback mechanism para malaman kung nahihirapan kayo at kung papaano po mas madaling maka-access sa mga serbisyo ng DSWD through the Kaagapay portal,” Asst. Secretary Rafael added.

The roadshow will also feature the donation portal’s payment gateway partners, such as the Landbank of the Philippines, GCash, and Maya.

During the interview, the Asst. Secretary Rafael said the agency is also working with other payment platforms such as DragonPay to include other payment portals in the Kaagapay’s system as this will provide more payment options for donors in sending their cash donations to the DSWD, partner-social welfare and development agencies (SWDAs), or partner- local government units (LGUs).

The Kaagapay Donations Portal is an online platform for donors to send their cash donations either to the DSWD for disaster relief operations and/or for in-kind and cash donations to DSWD centers and residential care facilities (CRCFs).

The portal also links donations to DSWD-registered and licensed SWDAs as well as to LGUs engaged in humanitarian response during times of disasters and emergencies. (AKDL)

The Department of Social Welfare and Development (DSWD) is now preparing the nationwide implementation of the Supplementary Feeding Program (SFP) for children in Child Development Centers (CDCs) and Supervised Neighborhood Play (SNP) in time for the June school opening.

More than 1.5 million children in CDCs and SNPs will be provided with hot meals and milk for a period of 120 days from the budget of over Php5.18 billion.

DSWD spokesperson Assistant Secretary Irene Dumlao said the SFP provides nutritious hot meals and milk to children 2 to 5 years old in local government unit (LGU)-managed CDCs and SNP, in line with the Department’s support to the Zero Hunger objective of President Ferdinand R. Marcos, Jr.

“Nais nating pagbutihin at panatilihin ang nutrisyon ng mga batang Filipino. Yearly, we provide hot meals to the target children beneficiaries to help improve their nutritional status. Isinusulong din natin ang paggamit ng lokal at katutubong pagkain sa nasabing hot meals upang matugunan ang at least 1/3 ng dietary intake ng mga bata,” Asst. Secretary Dumlao said on Wednesday (April 23).

In implementing the program, the children’s weight and height are measured at the start and after the completion of the feeding program and consistently monitored throughout the feeding sessions.

The parents of the children are also involved in the preparation of the meals using affordable, nutritious, and indigenous ingredients.

The program is implemented yearly after it was institutionalized in 2018 by Republic Act No.11037, also known as the “Masustansiyang Pagkain Para sa Batang Pilipino Act.”

The Department of Social Welfare and Development (DSWD) continues to use the negotiated procurement-community participation (NP-CP) method in its Supplementary Feeding Program (SFP) as this will help link community-based organizations (CBOs) to prospective markets.

President Ferdinand R. Marcos Jr, through 2024 Memorandum Circular No. 47, has urged the Inter-Agency Task Force on Zero Hunger (IATF-ZH), in coordination with relevant government agencies, to adopt the community participation procurement method to encourage CBOs to engage in the Enhanced Partnership Against Hunger and Poverty (EPAHP) Program.

“We express our full support in utilizing the NP-CP as the procurement method for the SFP and nutrition services in our centers and residential care facilities (CRCFs),” Director Edmon Monteverde of the DSWD’s Protective Services Bureau said during a workshop conducted by the EPAHP Program last April 22-25 at the Hevea Hotel and Resort in Angeles City, Pampanga.

Under the program components of the EPAHP, the SFP serves as one of the DSWD’s flagship feeding programs, and dietary service commitments outlined in the EPAHP Joint Memorandum Circular (JMC) No. 1, aimed at providing market assistance to CBOs through community procurement.

Director Monteverde pointed out that using NP-CP will not only enhance the nutritional value of meals provided to undernourished children but also support small-scale farmers, fisherfolk, and other CBOs.

“In its aim to enhance the nutritional value of meals provided to the undernourished children, the DSWD included milk feeding as a component of the SFP, and some of the milk products are being purchased from local dairy producers through NPCP. This approach is consistent with our objective to support small scale farmers, fisherfolk and other CBOs,” Director Monteverde explained.

During the four-day workshop in Angeles City, personnel from the EPAHP Program and SFP from the Central and Field Offices explored ways to further strengthen inter-program collaboration on feeding initiatives.

The workshop served as a platform to discuss the current state of hunger and malnutrition in the country and to delve into key procurement concepts and processes under Republic Act No. 12009, or the New Government Procurement Act and the NP-CP approach.

Workshop participants also reviewed the status of the CBOs readiness for engagement, explored existing and potential market linkages, and planned for the 15th and 16th cycles of the SFP implementation.

In 2024, the EPAHP Program successfully linked 136 CBOs to the SFP, with contracts amounting to a total of Php170 million.

The DSWD, as the chair of the EPAHP and IATF-ZH continues to intensify its efforts to strengthen government feeding program through the use of NP-CP.

The Department of Social Welfare and Development (DSWD) deployed a disaster team in Glan, Sarangani to check the impact of emergency cash transfer (ECT) on the residents who were affected by the 6.8 magnitude earthquake that struck the province in November 2023.

The ECT impact assessment was led by DSWD Asst. Bureau Director Rey Martija of the Central Office’s Disaster Response Management Bureau (DRMB) in coordination with personnel of Field Office-12 (SOCCSKSARGEN).

 The DSWD disaster team on Tuesday (January 30) conducted a series of house-to-house visits and ‘kumustahan’ to the quake-hit victims to evaluate their current status after they were given aid from the agency.

“The feedback we received was overwhelmingly positive, as beneficiaries expressed gratitude for the assistance provided by the DSWD,”  DRMB Asst. Director Martija said.

According to Asst. Dir. Martija, more than 300 beneficiaries whose houses were damaged were interviewed during the activity.

“The cash transfers were used by the beneficiaries to rebuild their damaged houses and to purchase essential needs, including medicines, school supplies, and groceries,” the DSWD official pointed out.

Some of the beneficiaries also used the cash assistance to as capital for their small business, Asst. Dir. Martija noted.

Families with totally damaged houses were given Php27,180.00 while Php13,590.00 was allocated for those with partially damaged houses.

As of January 31,the DSWD Field Office – 12 has served 5,211 families disbursing over Php76.80 million. The ECT payout in the region started last January 18.

Among the DSWD personnel who accompanied Asst. Dir. Martija in the “kumustahan” sessions were Ms. Maria Theresa Bas-Pardo, Niccon P. Quieta, Neil Mendoza and  Junrey Zarate from the DRMB-DSWD Central Office, and the DSWD Field Office 12’s Disaster Response Management Division (DRMD) led by Naira Aratuc.

The ECT is an adaptive strategy for bridging the gaps between immediate disaster relief, humanitarian response, and early recovery support through outright cash aid for disaster-affected families in areas under a state of calamity.

through Nutritious Harvest for the Impoverished).

In the rural community of Barangay Tubectubang in Moncada, Tarlac, the members of the Camoncadaan Farmers Association Inc. were able to utilize the opportunities provided by the Project LAWA (Local Adaptation to Water Access) and BINHI (Breaking Insufficiency through Nutritious Harvest for the Impoverished) of the Department of Social Welfare and Development (DSWD) to create sustainable agricultural opportunities and enhance their food security.

Project LAWA and BINHI is among the DSWD’s innovations that focuses on mitigating the impact of food insecurity and water scarcity caused by the El Niño while preparing for the potential effects of the rainy season.

Bobby Novida, a former overseas Filipino worker (OFW) and now president of the association, is one of the beneficiaries of the program. With years of hard work abroad, Bobby saved enough to purchase a four-hectare piece of farmland, where he is now using 2,500 square meters specifically for Project LAWA and BINHI.

Bobby shared that, at first, he has no idea what the project is, but because of the support and encouragement from their local chief executive and municipal officials, he started learning from training sessions on organic agriculture and that is when he realized the potential of the project.

Through the help of their municipal officials, the association became a beneficiary of Project LAWA and BINHI in the first semester of 2024.

“Ang Camoncadaan Farmers Association ay natatag po noong September 25, 2019 kaya po limang taon na po yung association po namin. Unang una talaga, wala akong ideya kumbaga zero knowledge ako rito sa Project LAWA…kaya po noong nag-seminar, doon po natuto ako,” Bobby shared during an interview for the DSWD’s Mga Kwento ng Pag-Asa at Pagbabago (#KPAP), the Strategic Communications group’s online documentary.

Bobby has generously offered his land for free to be cultivated by the members of their association for the next ten years, or even beyond if necessary.

“Kahirapan po noong time na ‘yon eh. Kumbaga walang pagkukunan yung mga tao. Parang nakapagbigay kami ng trabaho sa kanila. Ngayon po yung kita, iniipon para kapag po may project po kami dito, yun po yung ginagamit namin,” explained Bobby on his reason for helping his fellow farmers.

“Nung una po 90 talaga kami dito. Lahat po iyon nakinabang.Gawa po na maraming trabaho na, hindi na po nagagawi rito. Pero yung kita po na ano, mayroon pa rin sila…nag-aaverage ng 5,000 monthly. Pinaka-extra po ng bawat isa,” Bobby shared on their earnings from organic farming.

Members of the association were also encouraged to harvest their crops from their farm for their daily meals. Among the fruits and vegetables that they can gather were eggplant, tomatoes, winged beans, cucumber, grapes, water melon, and pepper, among many others.

According to the Municipal Environment and Natural Resources Office of Moncada, Tarlac, the association was chosen as a beneficiary of the DSWD project because of their commitment to organic farming.

“Siguro po yung isang factor po don yong pagiging MAFC ko, Municipal Agriculture Fishery Chairman. Sa buong Tarlac po kasi nagpo-promote po kami ng organic. Gusto namin makita na yung community namin safe sa mga kinakain. Ito na siguro yung chance ko na ipakita sa community ko na itong LAWA at BINHI namin sa bata man, sa matanda,” Bobby pointed out.

Sustainable farming has also been a guiding principle for Bobby so he invested in solar panels to power the farm and focused on organic methods to ensure clean and healthy produce not only for their members, but also for the students and teachers of Demetrio F. Nagtalon Integrated School, a nearby school in their farm.

“Actually ito talaga malaking tulong po sa community namin. Yung ginagamit na pang-feeding sa school dito po. Alam nila na chemical-free. Hindi po basta-basta nag-i-ispray kami dito. Kapag po nagpupunta dito yung mga taga-diyan sa school, pick and pay na lang po sila,” said Bobby.

At the center of the farm is a 21-foot fishpond that serves as a breeding ground for well-known fish species such as hito, bangus, bulig, and dalag. The fishpond provides additional income and food for the community.

Sharon Soriano, a member of the Camoncadaan Farmers Association Inc., said she is grateful for the positive impact brought by Project LAWA and BINHI to their members.

“Malaking tulong po sa amin itong Project LAWA at BINHI kasi nasusustain nila, nabibigyan nila kami ng aming mga pangangailangan sa pagkain. Syempre yung mga gulay po rito tapos yang mga lawa dyan may isda naman yan. Tapos isa pa po yung ginagawa namin may cash-for-work naman po ito. Malaking tulong din po lalo na sa akin na ginamit ko po na pambili ng gamit ng mga anak namin sa pagpasok. Kaya napakalaking bagay po yung naitulong ng Project LAWA at BINHI sa amin. Financially po at sa pagkain namin,” Sharon shared.

With the DSWD’s support, the Camoncadaan Farmers Association is planning to expand their farm to accommodate more produce.

“Maraming salamat po sa DSWD sa pagbibigay po sa amin ng Project LAWA at BINHI at naipakita namin yung kakayahan ng Camoncadaan Farmers Association kung paano po namin kayang alagaan at pagandahin ang mga project para po sa komunidad,” Bobby said.

Project LAWA and BINHI was cited by President Ferdinand R. Marcos Jr in his 3rd State of the Nation Address (SONA) last July 22, prompting DSWD Secretary Rex Gatchalian to say that “our small idea has become a SONA program.”

The Department of Social Welfare and Development (DSWD) was again recognized by the Civil Service Commission (CSC) on Tuesday (October 29) for having the highest compliance and resolution rates for customer feedback coursed through the CSC’s Contact Center ng Bayan (CCB) for the year 2023.

The award was received by the Officer-in-charge of the Office of the Assistant Secretary for Strategic Communications and Agency Operations Service (AOS) Director Lara Duran.

The efforts of the AOS and its DSWD Central and Field Offices’ counterparts have been instrumental in fostering a responsive and accountable environment, ensuring that customer feedback is received and acted upon in a timely manner.

In 2023, the DSWD also received the same recognition for its outstanding performance in addressing customer feedback.

The DSWD’s yearly recognition underscores its dedication to continuous improvement and responsiveness to the public it serves.

Launched in 2012, the CCB aims to promote accountability among government agencies by providing citizens with tools to report feedback on government frontline services.  #

Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian called on partners from the national government and international organizations to work together in mitigating hunger and alleviating poverty in the country, as the DSWD chief led the signing and presentation of the Joint Memorandum Circular (JMC) of the Enhanced Partnership Against Hunger and Poverty (EPAHP) to President Ferdinand R. Marcos Jr at the Heroes Hall in Malacañan Palace on Monday (October 28).

“Let us continue to work hand in hand with determination and hope, knowing that our collective actions will make significant strides in eradicating hunger and poverty and will pave the way for a better tomorrow. Dahil sa isang Bagong Pilipinas, lahat tayo tulong-tulong sa pagtugon sa hamon ng buhay at sa pagpuksa sa kahirapan at kagutuman para sa bawat Pilipino,” Secretary Gatchalian said in his message.

Secretary Gatchalian said the ceremonial signing is a reflection of President Marcos’ commitment to ensure food security and mitigate poverty in the Philippines.

“Consistent with the unrelenting commitment of our dear President to reduce poverty incidence to a single-digit by 2028, coupled with his directive for a whole-of-government approach, our gathering today is a proof that food security and poverty alleviation remain to be one of the top priorities of the Marcos administration,” the DSWD chief pointed out.

The EPAHP JMC or the Guidelines on the Implementation of the Enhanced Partnership Against Hunger and Poverty (EPAHP) Program aims to bolster the convergence efforts of the government to combat hunger and reduce poverty nationwide.

Under the JMC, the guidelines for the adoption and implementation of the EPAHP Program by national government agencies (NGAs), local government units (LGUs), and partners are set to harmonize and synchronize programs, projects, activities, and services.

To achieve the goal of the EPAHP in institutionalizing the efforts to mitigate hunger and promote food and nutrition security by linking Community Based Organizations (CBOs) with prospective markets and providing credit and insurance assistance to support food production, processing and distribution, the JMC identified and instructed partner-agencies to implement the two program components namely marketing assistance to CBOs and provision of support services to CBOs.

The marketing assistance contains agencies that will provide feeding programs and dietary services for their target beneficiaries, and those with CBOs who are potential product/service providers to different feeding programs of the government.

Under the provision of support services component, NGAs or instrumentalities who can assist concerned CBOs through capacity building, skills development, credit and insurance assistance to improve agricultural production and establish market linkages are included.

“This JMC embodies our shared vision of leveraging resources, expertise, and innovative solutions to make a tangible difference in the lives of our most vulnerable citizens. It signifies our resolve to work together—across agencies, communities, and sectors—to ensure that every Filipino has access to food and opportunities they need to thrive,” the DSWD Secretary said.

The DSWD implements feeding program and food voucher program such as the Supplementary Feeding Program (SFP); regular meals for Centers and Residential Care Facilities (CRCF); the Bangsamoro Umpungan sa Nutrisyon (BangUn) Program; and the Walang Gutom Program (WGP).

The Sustainable Livelihood Program Associations (SLPAs) under the agency’s livelihood program are identified as potential service providers of the government’s feeding program.

“We, at the DSWD, remain dedicated to doing our part in hurdling these challenges with the implementation of the different programs, services, and initiatives in support of seeing through the president’s vision,” Secretary Gatchalian emphasized.

In his message, President Marcos said through EPAHP and the issuance of Memorandum Circular No. 47 which directed all government agencies and instrumentalities to support the EPAHP Program, farm productivity will improve. Farmers, fisherfolk, and other food producers will be linked to larger markets, and will provide secure income, ensuring that children, mothers, and the most vulnerable have access to nutritious food.

“Recently, I learnt of the heartfelt sentiments of various federations of SLPAs in Davao de Oro. Their gratitude toward the DSWD and our local government units for tapping them to supply food items under SFP which underscores the partnership that goes beyond business. It is a true lifeline to our partners and communities,” President Marcos emphasized.

The EPAHP is a convergence program of the national government that aims to help mitigate hunger, ensure food and nutrition security and reduce poverty in urban and rural communities, including marginalized communities.

A total of 32 government agencies and two international partners, specifically the World Food Programme (WFP) and the Food and Agriculture Organization (FAO) are involved in the implementation of the EPAHP Program. #

Under the SFP, the agency, in partnership with the LGUs, is providing food in addition to the regular meals to children currently enrolled in Child Development Centers (CDC) and Supervised Neighborhood Play, as part of the DSWD’s contribution to the Early Childhood Care and Development (ECCD) program of the government.

The DSWD also allocates funds for food supplies and meals of the clients inside its CRCFs.

The BangUn is a DSWD nutrition program implemented in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) that aims to reduce vulnerabilities among malnourished children aged 0-12 and provide health support to pregnant and lactating women (PLW).

The DSWD’s WGP, created through Executive Order No. 44, is the national government’s anti-hunger and poverty reduction program aimed at decreasing the incidence of involuntary hunger experienced by Filipinos from low-income households.

“As chair of the Inter-Agency Task Force on Zero Hunger, the DSWD expresses its gratitude to President Ferdinand R. Marcos Jr for recognizing the significance of the initiatives of the EPAHP Program that will strengthen the programs and services of the members of EPAHP,” Secretary Gatchalian pointed out.

Earlier this year, the Office of the President (OP) issued Memorandum Circular (MC) No. 47 directing all government agencies and instrumentalities to support the EPAHP Program.

“All national government agencies and instrumentalities, including government-owned or -controlled corporations and government financial institutions (GFIs), are hereby directed, and all LGUs are hereby encouraged, to extend full support and cooperation to the Task Force on Zero Hunger relative to the implementation of the EPAHP Program,” the MC read.

Cabinet secretaries and high-ranking officials from government agencies and development partners, including  the United Nations World Food Programme (WFP) and the Food and Agriculture Organization, (FAO) will sign the JMC.

“All national government agencies and instrumentalities, including government-owned or -controlled corporations and government financial institutions (GFIs), are hereby directed, and all LGUs are hereby encouraged, to extend full support and cooperation to the Task Force on Zero Hunger relative to the implementation of the EPAHP Program,” ayon sa MC.

Kabilang sa mga lalagda sa kasunduan ang mga Cabinet secretaries at high-ranking officials mula sa mga government agencies and development partners, kabilang na ang United Nations World Food Programme (WFP) at Food and Agriculture Organization, (FAO).

Ang EPAHP ay isang convergence program ng national government na naglalayong bawasan ang kagutuman sa bansa..Layunin din nito na matiyak na mabigyan ng pagkain at nutrition security at mabawasan din ang kahirapan sa mga urban at rural communities.#
