THE SECRETARY

Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian owns a sterling career in public service.

Having experience in both the executive and legislative branches of government as a former Representative and Mayor of Valenzuela City, Secretary Gatchalian was able to steer Valenzuela City as a livable and disaster resilient city, which led to several citations including three of the Top 10 Outstanding Local Governance Programs of the 2021 Galing Pook Awards.

He was a Representative of the 1st District of Valenzuela during the 14th Congress wherein he became Vice-chairman for the Congressional Committee for Overseas Workers’ Affairs. He was the principal author of Republic Act No. 10022, which amended the Migrant Workers and Overseas Filipinos Act of 1995. He introduced new policies for the further protection and genuine representation of migrant workers. At the same time, he also principally authored Republic Act No. 9576, which increased the maximum deposit insurance coverage and further strengthened the financial capability of the Philippine Deposit Insurance Corporation.

From 2013-2022, Secretary Gatchalian served as Mayor of Valenzuela City and championed the “Five Pillars of Good Governance” by prioritizing the delivery of essential programs and services in relation to education, health and social services, housing, employment generation, and trade and industry. Some of the notable programs during his tenure were: The Valenzuela Paspas Permit, Valenzuela LIVE Streaming School, Tagalag Fishing Village, the Allied Local Evaluation and Emergency Response Teams Center or ALERT Center, and the 3S Centers, among others.

Prior to his designation as the Secretary of the DSWD, he was elected as a congressman of the 1st district of Valenzuela and became the Chairman of the Committee on Local Government of the House of Representatives in the 19th Congress.

As the current Secretary on Social Welfare and Development, he vows to prioritize the ease of doing social welfare and development services through streamlining and digitization of social protection services, and improve disaster management and response operations by creating additional response hubs around the country.

The DSWD uses Google Analytics, Twitter Widgets, PowerBI and Tableau, third-party services to render feeds, visualizations, and analyze the web traffic data for us. These services use cookies. Data generated is not shared with any other party. The following web traffic data are analyzed:

  • Information Collection, Use, and Sharing

The DSWD is the sole owner of the information collected on this site. The DSWD only has access to/collect information that you voluntarily give us via the modules of this website or other direct contact from you. All of the provisions in the Data Privacy Act will be observed specifically on the management of personally identifiable information.

Information collected may be used as a basis for client response regarding services or intervention that may be provided by the DSWD. Information will not be shared with any third party outside of the Government, other than as necessary to fulfill the requested services of a client. The DSWD, however, reserves the right to request the applicants to submit the hardcopy of documentary requirements in order to verify the authenticity of the information.

Unless otherwise provided, the DSWD or any of its authorized personnel may contact the client via email or SMS in the future for the purpose of status updates with regard to the transaction/service request, changes to this privacy policy, or other information reasonably necessary to effect the social service mandate of the DSWD.

  • Access and Correction

An individual has the right to ask for a copy of any personal information held by the DSWD about him or her; as well as the right to ask for corrections should any information be inaccurate or erroneous.   • Security

The DSWD takes precautions to protect information. Upon submission of sensitive information via the website, information is protected both online and offline. Wherever the Department collects sensitive information (such as passport and Birth Certificates), that information is encrypted and transmitted to the DSWD in a secure manner. This may be verified by looking for a lock icon in the address bar and looking for "https" at the beginning of the address of the web page. Only employees who need the information to perform a specific job (for example, certificate printing or customer service) are granted access to personally identifiable information. The computers/servers, where personally identifiable information is stored, are kept in a secure environment.
