The Department of Social Welfare and Development (DSWD) assured the public that the agency’s newly-launched Kaagapay Donations Portal will help prevent public solicitation scams.
“Dito sa Kaagapay portal, you can guarantee it’s fully vetted by a regulatory body, which is the DSWD Standards Bureau, in coordination with Kaagapay, which is the partnerships group. So fully vetted [ito], clean, monitored, and regulated. Iwas scam kasi gusto natin may one stop shop na lang for donations in the sense na trusted na yung portal na pupuntahan ng taong bayan,” Director Megan Therese Manahan of the Standards Bureau (SB) said during the DSWD Thursday Media Forum on February 27.
Director Manahan said the Department is very strict in monitoring social welfare and development agencies (SWDAs) that will be included in the Kaagapay portal.
The SB chief explained that SWDAs that have already acquired certification for registration, license to operate, and accreditation (CRLA) from the DSWD, and have applied for public solicitation permit will only be added to the Kaagapay Donations Portal once they have their own corporate accounts for public solicitation activities.
“We don’t want personal accounts posted in the Kaagapay portal so we get their corporate accounts…kapag nagco-collect si SWDA ng cash donations from Kaagapay portal and dineclare nya sa amin yung corporate account nya, maski kami minomonitor din po namin yun,” Director Manahan told reporters at the Media forum.
To assist the SWDAs that are not yet in the Kaagapay portal, the SB and the DSWD Partnership Building and Resource Mobilization Office (PBRMO) are set to hold roadshows in the coming months to promote the Harmonized Electronic License Permit System (HELPS) and the Kaagapay Donations Portal to SWDAs and non-government organizations (NGOs).
The roadshow will also feature the Kaagapay portal’s payment gateway partners, such as the Landbank of the Philippines, GCash, and Maya, to help SWDAs to set up their own corporate
accounts.
The Kaagapay Donations Portal was launched on February 18 as part of the DSWD’s 74th anniversary celebration.
The weekly Thursday Media Forum, held at the DSWD Central Office’s New Press Center in Quezon City, is hosted by Special Assistant to the Secretary (SAS) for Communications Raymond Robert Burgos and Director Dianne Joie Ruiz of the Digital Media Service (DMS). Sa ginanap na Thursday Media Forum sa DSWD New Press Center sinabi ni Standards Bureau (SB) Director Megan Therese Manahan na bukod sa digitalization na ginagawa ng DSWD para sa mga donasyon ay makatitiyak din ang publiko na ang bagong Kaagapay portal ay iwas scam na din.

Sabi pa ni Director Manahan, mahigpit na mino-monitor ng DSWD ang mga social welfare and development agencies (SWDAs) na kabilang sa Kaagapay portal.
Ipinaliwanag din ng opisyal na ang mga SWDAs na dati ng nakakuha ng certification for registration, license to operate, at accreditation (CRLA) mula sa DSWD, at nakapag apply para sa public solicitation permit ay idadagdag lamang sa Kaagapay Donations Portal kapag ang mga ito ay mayroon ng sariling corporate accounts para sa pagsasagawa ng public solicitation activities.

Nilinaw din ni Director Manahan, upang maasistihan ang mga SWDAs na hindi pa kasama sa Kaagapay portal, ang SB at DSWD Partnership Building and Resource Mobilization Office (PBRMO) ay nakatakdang magsagawa ng roadshows upang i-promote ang Harmonized Electronic License Permit System (HELPS) at Kaagapay Donations Portal sa mga SWDAs at non-government organizations (NGOs).
Ang nasabing roadshow ay magtatampok ng Kaagapay portal’s payment gateway partners, tulad ng Landbank of the Philippines, GCash, and Maya, na tutulong sa mga SWDAs na mag- set up ng kanilang sariling corporate accounts.
