DSWD signs deal with financial partners for digitalization of regulatory services

Bureau Directors of the Department of Social Welfare and Development (DSWD) signed a Quadripartite Memorandum of Agreement (QMOA) with GCash, Land Bank of the Philippines, and the Bureau of Treasury on Monday (May 19) to improve the streamlining and digitalization of regulatory services through the DSWD Harmonized Electronic License and Permit System (HELPS) online platform.

Held at the Bonifacio Global City in Taguig City, the QMOA signing formalized the standing agreement of the DSWD with GCash as an online payment gateway of the agency’s regulatory services available through the HELPS online platform.

Among the frontline services covered by the agreement are the Registration and License to Operate, and Accreditation of programs and services of Social Welfare and Development Agencies (SWDAs); Issuance of Public Solicitation Permits; Certification of Duty-exemption of Donated Imported Goods to Social Work Agencies (SWAs); and the Issuance of Minor’s Travel Abroad (MTA) travel clearance.

The ceremonial signing was attended by DSWD Directors Megan Therese Manahan of the Standards Bureau (SB) and Edmon Monteverde of the Protective Services Bureau (PSB).

Also present at the signing ceremony were Assistant Vice President Jessica Galorio of the Land Bank of the Philippines Batasan Branch; Director Maura Lizza Espina of the Bureau of Treasury; GCash for Business Head Eduardo Layug Jr; GCash for Public Sector Head Cleo Celeste Santos; GCash Team Lead for Public Sector Jamie Carmela Tiu; and GCash Manager for Public Sector Alda Lou Cabrera. # (AKDL)
