DSWD chief urges partners to use newly-launched donations portal

February 18, 2025

Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian urged partner social welfare and development agencies (SWDAs) and institutions to fully utilize the agency’s Kaagapay Donations Portal during its launch on Tuesday (February 18), as part of the agency’s 74th anniversary celebration at the SMX Convention Center in Pasay City.

Secretary Gatchalian explained that the Kaagapay Donations Portal will help create a welcoming environment to help SWDAs, which the DSWD considers as partners in extending social protection.

“We know that in this age of corporate cost cutting, it becomes harder to find resources to operate your SWDAs. In response to this, we created an environment of sustainability for you. We want your SWDAs, who we look at as partners, to thrive and expand. You are not competition to us, but rather, you are our partners,” the DSWD chief told the representatives of the different SWDAs during the launch.

Secretary Gatchalian said the launch of the Kaagapay Donations Portal coincided with the unveiling of the Harmonized Electronic Licensing and Permit System (HELPS) since the new online systems will create an ecosystem that matches donees and donors.

ThecSWDAs that apply for certification for registration, license to operate, and accreditation (CRLA), and public solicitation permits will be automatically added to the Kaagapay Donations Portal to help them match or directly connect with prospective donors.

“Gone are the days when you would physically write donors to get resources for your SWDAs. Gone are the days when your organizations would have to go through government where it takes so much time to move resources into your SWDAs,” the DSWD chief pointed out.

Aside from the SWDAs, local government units (LGUs) can also utilize the Kaagapay online portal to link up with donors and receive cash donations through online payment gateways or in-kind donations via logistics partners during calamities or disasters.

The launch of the Kaagapay Donations Portal is part of the DSWD’s digitalization efforts that are in line with President Ferdinand R. Marcos Jr.’s directive to streamline government processes.(AKDL)
