
DSWD’s automation of travel permit system closes doors for middlemen, ‘fixers’

March 13, 2025Department of Social Welfare and Development (DSWD) Assistant Secretary Ada Colico of the DSWD’s Protective Programs told the Thursday Media Forum on March 13 that manual application for clearance or permit for Minors Travelling Abroad (MTA) has been phased out with the operationalization of the online system.
With the digitalization of this important service, the issuance of the MTA permit has become centralized which helps ensure that the assessment and processing of applications follow the same standard.
As of March 11, the Department has already processed 1,773 MTA applications using the newly-launched system since it was launched last February 18.
The Thursday Media Forum, which is held weekly at the DSWD Central Office’s New Press Center in Quezon City, is hosted by Special Assistant to the Secretary (SAS) for Communications Raymond Robert Burgos and Director Dianne Joie Ruiz of the Digital Media Service (DMS).
