DSWD’s MANCOM advances key changes in innovation, disaster response, donations systems

June 10, 2025

The Department of Social Welfare and Development’s (DSWD) Management Committee (MANCOM) has provisionally approved four new sets of guidelines aimed at enhancing the agency’s innovative programs, disaster response monitoring, and donations management systems.

The approvals were made during the 9th MANCOM Meeting held on Tuesday (June 10) at the DSWD Central Office in Quezon City.

Among the approved policies are the Revised Guidelines on the Implementation of the Tara, Basa! Tutoring Program and the Amendment to Memorandum Circular No. 7, Series of 2024, as Amended, which institutionalizes the Pag-abot Program for children as well as families and individuals in street situations (FISS).

Also endorsed were the Revised Disaster Response Operations Monitoring and Information Center (DROMIC) Guidelines and the Omnibus Guidelines on Donations Management.

The DSWD MANCOM, which is composed of agency directors, serves as a consultative and integrative body that ensures consistency, alignment, and collaboration across all units in the development of policies and key initiatives. Guidelines approved by the MANCOM will be endorsed to the DSWD executive committee (EXECOM) for review and approval.

The MANCOM is currently chaired by Asst. Secretary Baldr Bringas of the Innovations Program and Development Group (IPDG), who is also the Concurrent Officer-in-Charge National Program Manager for Enhanced Partnership Against Hunger and Poverty-National Program Management Office (EPAHP-NPMO) and Walang Gutom-NPMO.
