The Department of Social Welfare and Development (DSWD) welcomes the announcement of Secretary Harry Roque yesterday, 25 May 2020, stating that the government may start distributing the 2nd tranche of subsidy under the different social amelioration programs (SAP) of the national government, namely: 1) Rice Farmers Financing Assistance (RFFA) under the Department of Agriculture; 2) Small Business Wage Subsidy (SBWS) of the Department of Finance through the Social Security System; 3) Tulong Panghanapbuhay sa Ating Displaced/Disadvantaged Workers Barangay Ko, Bahay Ko Disinfections/Sanitation Project (TUPAD #BKBK) of the Department of Labor and Employment; and 4) Emergency Subsidy Program (ESP) through AICS of the DSWD, intended for the poor and informal sectors of society that are mostly affected by quarantine restrictions.

The DSWD appeals to the Local Government Units (LGUs) to kindly expedite the encoding and transmittal of their complete liquidation reports to our Field Offices (FOs). The liquidation report is vital in the process of validation as it includes the report of the disbursement (containing the photos of the recipients, Social Amelioration Card Forms, and amount of cash received); Report of Checks Issued and Report of Disbursements certified by the LGU accountant and approved by the Local Chief Executive; and a copy of the Official Receipt for the refund/return of unutilized SAP funds.

Validation and vetting by the FOs can only be done when the data per LGU have been submitted in its entirety, which will take approximately 15 days since validation on a city/municipality, provincial, and regional level takes place at the FO levels. Thereafter, it shall be forwarded to the DSWD Central Office for cross-matching and duplication with the other government agencies’ lists of beneficiaries to avoid duplicity and ineligibility. This will take another seven days in order to assure the people that the recipients are the poor families of society who need the SAP.

The DSWD is exhausting all means to shorten the vetting and validation process, however, we need the full cooperation of the LGUs in order to effect this.

DSWD expresses its gratitude to the Senate, the House of Representatives, the LGUs, the Inter-Agency Task Force on Emerging Infectious Diseases, and all stakeholders who are one with us in working for a speedy distribution of the SAP 2nd tranche implementation.

Nalulugod ang Department of Social Welfare and Development (DSWD) sa anunsiyo ni Kalihim Harry Roque kahapon, 25 Mayo 2020, na nagpapahayag na maaari nang simulan ng pámahalaán ang pamamahagi ng ika-2 tranche ng subsidyo sa ilalim ng ibang mga social amelioration program (SAP) ng pambansang pamahalaan: 1) Rice Farmers Financing Assistance (RFFA) na nása ilalim ng Department of Agriculture; 2) Small Business Wage Subsidy (SBWS) ng Department of Finance sa pamamagitan ng Social Security System; 3) Tulong Panghanapbuhay sa Ating Displaced/Disadvantaged Workers Barangay Ko, Bahay Ko Disinfections/Sanitation Project (TUPAD #BKBK) ng Department of Labor and Employment; at 4) Emergency Subsidy Program (ESP) through AICS ng DSWD na inilaan para sa maralita at impormal na sektor ng lipunan na higit na naapektuhan ng mga restriksiyon ng quarantine.

Nananawagan ang DSWD sa mga Lokal na Yunit ng Pamahalaan (LGU) na pabilisin ang pag-encode at pagpása ng kanilang kompletong ulat ng likidasyon sa ating mga Field Office (FO). Mahalaga ang ulat ng likidasyon sa proseso ng balidasyon dahil kasáma dito ang ulat ng disbursement (naglalaman ng mga retrato ng resibo, Social Amelioration Card Forms, at halaga ng perang tinanggap); Ulat ng Checks Issued at  Report of Disbursements na sinertipikahan ng akawntant ng LGU at inaprobahan ng Local Chief Executive; at isang kopya ng mga Opisyal na Resibo para sa mga isinauli/ibinalik na hindi nagamit na pondo ng SAP.

Magagawa lámang ang balidasyon at pagsusuri ng mga FO kapag ang mga datos ng bawat LGU ay naisumite na nang buo, na tinatáyang aabot ng 15 araw sapagkat nagaganap ang balidasyon sa antas ng lungsod/munisipalidad, lalawigan, rehiyon sa mga antas ng FO. Pagkatapos ng iyon, ipadadala ito sa DSWD Central Office para sa cross-matching at deduplication sa listahan ng mga benepisyado  ng ibang ahensiya ng pamahalaan upang maiwasan ang duplisidad at inelehibilidad. Aabutin ito ng isa pang pitong araw upang matiyak sa mga tao na ang mga tatanggap ay mga maralitang pamilyang nangangailangan ng SAP.

Ginagawa ng DSWD ang lahat ng paraan upang mapaikli ang proseso ng pagsusuri at balidasyon, gayunman, kailangan namin ang buong kooperasyon ng mga LGU upang mangyari ito.

Ipinapaabot ng DSWD ang pasasalamat nito sa Senado, sa Kapulungan ng mga Representante, sa mga LGU, sa Inter-Agency Task Force on Emerging Infectious Diseases, at lahat ng stakeholder na kaisa namin sa pagtatrabaho para sa sa mabilis na pamamahagi ng ipinatutupad na ika-2 SAP tranche.
