As part of its continuing effort to ensure a smooth and well-coordinated transfer of leadership and turnover of responsibilities, the Department of Social Welfare and Development (DSWD) conducted cluster briefings from June 8 to 10 to orient incoming Secretary Erwin Tulfo and his team on the functions and structures of the different offices in the Central Office.

This came after a major orientation on the landscape, mandate, and accomplishments of the Department as a whole was held on June 6.

The clusters that presented during the briefing activities were the Disaster Response and Management Group, Standards and Capacity Building Group, General Administration Support Services Group, Operations and Programs Group, Policy and Plans Group, and the Office of the Secretary Group. They discussed their respective functions, key result areas, corresponding budget and, staffing complement.

Aside from the cluster briefings at the Central Office, there will also be orientation on the different Field Offices (FOs) of the Department within the third week of June. The FOs will be grouped into island clusters of Luzon, Visayas, and Mindanao. The orientation will focus on the significant roles and responsibilities of the FOs as well as their contributions in the implementation of social welfare programs and services to improve the living conditions of the Filipinos.  Incoming Secretary Tulfo and his team will be going to the different cluster venues and will visit the DSWD Field Offices and identified Center and Residential Care Facilities in the areas.

Furthermore, the Department’s attached and supervised agencies namely, the National Authority for Child Care, Council for the Welfare of Children, National Council on Disability Affairs, Juvenile Justice and Welfare Council, National Anti-Poverty Commission, Presidential Commission on Urban Poor, and National Commission on Indigenous People will also hold separate briefing sessions for the incoming management.

The current DSWD management led by Secretary Rolando Bautista is fully committed to support the incoming leadership and has crafted a Transition Handbook that will be turned over to the latter on June 30 to guide them as they take on the stewardship of the Department. ###
