As part of its preparation for the implementation of the PhilSys-enabled services across social welfare programs, Department of Social Welfare and Development (DSWD) personnel attended a stakeholders’ forum and webinar for PhilID security and authentication framework on December 10, at the Sofitel Hotel CCP Complex, Roxas Blvd. in Pasay City.

Conducted by the Philippine Statistics Authority (PSA) the forum aimed to increase the awareness of DSWD frontline personnel on the salient features of PhilID and to orient the DSWD program implementers regarding the basic features of the PhilID and the PhilSys API-enabled services and to provide a venue to discuss concerns relative to the pilot use case.

According to the presentation of the PSA officials’ Ms. Emily R. Pagador, OIC-Assistant National Statistician and Mr. Rene C. Mendoza, Assistant National Statistician, the PhilID conveys essential information about the person’s identity, using optically variable ink.  Likewise, it has a QR Code that contains the PhilSys Card Number, Selected Demographic Information of the Registered Person, and Fingerprint Information. These special features serve as safeguards for data privacy and security, as well as prevention against proliferation of fraudulent or falsified identification.

Furthermore, PSA shared that the PhilSys API-enabled system is a secure, digital and interoperable platform which uses API technology to allow service providers to securely and instantly verify its client’s identity with high assurance and confidence.

Meanwhile, PhilID is a non-transferable card which aims to serve as the official government issued identification and document for every Filipino, pursuant to Republic Act Number 11055 or the “Philippine Identification System Act”, which mandates government agencies to incorporate the Phils Number (PSN) or tokens into their respective identification systems and databases.

The DSWD  was identified as one of the priority relying parties, along with PSA’s Civil Registry Office, that will pilot test the Philsys use case to provide benefits more responsive and efficient to intended beneficiaries while preventing fraud and leakages

In September 2021, the DSWD and PSA signed a Memorandum of Agreement (MOA) on DSWD’s adoption of the Philippine Identification System for the identification and verification of beneficiaries for its pilot programs, which include the Pantawid Pamilyang Pilipino Program (4Ps) and Assistance to Individuals in Crisis Situation (AICS) program.

“With the pilot implementation of the Philsys use case 4Ps and the AICS, everyone is a step closer in realizing a vision of a country free of hunger and poverty,” said PSA Undersecretary Dennis S. Mapa, PSA National Statistician and Civil Registrar General.

Through this forum and webinar, the DSWD stakeholders have increased appreciation of the potential benefits of the PhilID to the agency’s systems and processes, particularly in enhancing its social protection delivery and improving the overall experience of its beneficiaries. ###
