In line with the government’s efforts to improve the handling of cases of minor offenders, the Department of Social Welfare and Development (DSWD) joined the Juvenile Justice and Welfare Council (JJWC), an attached agency of the Department, for the launching of the National Juvenile Justice and Welfare Management Information System (JJMIS) on Friday, October 28 at Binondo, Manila.
The JJMIS is a centralized information management system that collects and processes pertinent information of children at risk (CAR) and children in conflict with the law (CICL) which is necessary in determining appropriate programs and interventions for minor offenders and their families.
The information system was developed in 2016 in accordance with Republic Act 9344 or the Juvenile Justice and Welfare Act (JJWA), which mandates duty-bearers to faithfully record pertinent information of CAR and CICL to guarantee the correct application of the law. To safeguard and protect the sensitive and personal data of children, the JJMIS adheres to the Data Privacy Act of 2012 and the confidentiality requirements of the JJWA.
The launching was graced by DSWD Undersecretary Charles Frederick T. Co who delivered the message of support of Secretary Erwin T. Tulfo for the activity.
“This information system allows us to collect, record, and manage data on children in conflict with the law and children at risk which is vital in the development of evidence-based policies and programs in support of the principle of restorative justice for minor offenders,” he said.
“The JJMIS case management and referral sub-system is also significant for us duty-bearers in the implementation and monitoring of programs for children in conflict with the law and children at risk. It will help guarantee that minor offenders are receiving sufficient and appropriate intervention programs that will enable them to get back on track and become better members of our communities,” he added.
Moreover, Undersecretary Co urged local government units to properly utilize the JJMIS. He said, “Through this launching, we hope that more of our partners in the implementation of the JJWA will use the JJMIS in handling cases of CICL and CAR. We also urge local government units to invest in the technology and our partners to support our implementers to enable them to utilize this vital system.”
Also highlighting the event was the signing of commitment by the JJWC member-agencies for the advocacy for a comprehensive and accurate information on CAR and CICL.
