Manila, Philippines — Since the launch of ReliefAgad app in a virtual presser last May 14, the platform has accumulated over 2 million registrations from all 17 regions nationwide. Despite conducting pilot runs in NCR, regions nationwide facilitated encoding of SAC forms through ReliefAgad app. Region IV-A – CALABARZON with 1,094,332 registrations recorded the highest, followed by NCR with 789,719 and Region III – Central Luzon with 103,413.

Despite reaching 2M registrations, the challenge lies in reaching the rest of the second tranche beneficiaries coming from 11 identified areas: NCR, Region 3 (except Aurora Province), Region IV-A, Benguet Province, Pangasinan, Iloilo Province, Cebu Province, Bacolod City, Davao City, Albay Province, and Zamboanga City and as well as the left out families nationwide.

In the virtual presser of DSWD Secretary Rolando Bautista last May 28, he stated that “DSWD will lead the distribution of aid during the second tranche. We are coordinating with the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), and Department of Interior and Local Government (DILG) for additional workforce for the second tranche. At the same time, we are also closely working with banks and service providers to achieve our objective in expediting distribution of aid with the use of digital payments.”

To further breakdown the composition of the 13.5M beneficiaries, they are targeted to come from: (1) 8.5 million out of the 18 million families who received the first tranche from the identified 11 areas stated above, and (2) the 5 million families who are waitlisted or leftout.

The 3.5 million of the 5 million waitlisted or leftout from the identified 11 areas will receive subsidy equivalent to two months (P5,000 – 8,000 x 2 months).

DSWD’s partners such as Developers Connect Philippines (DEVCON) who developed ReliefAgad and the United States Agency for International Aid (USAID), are continuously providing technical support to drive more beneficiaries to register through ReliefAgad.

“We are happy to assist the DSWD in this momentous task. Through ReliefAgad, beneficiaries don’t have to leave their homes to register and to receive their aid. Frontliners also don’t need to go house to house,” Developers Connect Philippines (DEVCON) Founder and Talino Venture Labs Chief Executive Officer Winston Damarillo shared.

Here are five (5) important tips and reminders on how SAP beneficiaries can register through ReliefAgad app as national government agencies continue preparations in implementing the second tranche payouts.

1. Use ReliefAgad to skip long lines and risk community transmission during payouts.

ReliefAgad enables SAP beneficiaries to encode their SAC form information digitally, safely at home using your mobile phones or laptops. It is an alternative to handing out physical cash. It allows you to receive aid through online or mobile transfer to your chosen PESONet-participating banks or partner e-wallets.

Each SAP beneficiary is assigned a unique barcode. Beneficiaries have to scan this unique barcode on the lower right-hand corner of the SAC forms, with vital security features in place to avoid duplicates or photocopied SAC forms from being scanned.

Although the DSWD conducted pilot runs of ReliefAgad in NCR, regions nationwide have also facilitated data collection and encoding through ReliefAgad.

2. Follow these simple steps in encoding SAC information using ReliefAgad:

If you have your own smartphone and internet access:
Step 1: Go to www.reliefagad.ph using a smartphone.

Step 2: Scan the barcode at the lower right-hand corner of the SAC form.

Note: If you are unable to scan the barcode, manually encode the serial number on the barcode.

Step 3: Encode your personal information on the app.

Step 4: Enter the information on the members of your family.

Step 5: Select your preferred payment method where you will be able to directly receive the cash assistance.

TIP: ReliefAgad has a cash option as well. However, if you are able to use your GCash, PayMaya, 58 PESONet-participating bank account/s, you can receive the cash assistance directly through your account upon validation of DSWD.

Step 6: Enter the One-Time-PIN (OTP) which you will receive through SMS.

Step 7: Press Submit.

After completing the steps, you will need to wait for DSWD’s confirmation and announcement as they conduct validations to the submitted registrations.

Alternatively, if you do not have a smartphone, you may use your child’s or any of your family member’s smartphone to register through ReliefAgad.

3. Secure your personal information to prevent online hacks or scams.

During the first week of the ReliefAgad app launch, many people excitedly shared screenshots of their successful registrations online in comment sections of DSWD Facebook page posts. SAP beneficiaries are reminded to keep personal information private to avoid getting hacked or scammed online.

More importantly, regularly fact check the information you receive by referring only to official government or media channels, websites and social media pages. There are people who will take advantage of this crisis and it is important to be on full alert at all times.

There are security measures in place on the platform to ensure that the information goes straight to DSWD’s servers. You will be able to receive announcements and reminders from DSWD using the mobile numbers used to register in the ReliefAgad.

4. Open online e-wallets or bank accounts if you haven’t or use your inactive accounts to receive cash assistance.

SAP beneficiaries are encouraged to shift to using digital payments to prevent community transmissions or risking exposure to COVID-19 through person-to-person transactions as the country eases restrictions and adjusts to the new normal.

We urge other SAP beneficiaries to start opening accounts online or start using your inactive accounts as this is the long-term solution doing transactions such as sending money to your loved ones, paying your bills, doing online purchases, and registering using the ReliefAgad to receive cash assistance from the government.

Follow the simple guides and prepare the minimal identification requirements of the banks or electronic payment providers to open an account easily, safely and conveniently while staying safe at home. In case of an existing but inactive account, you may check if the account is still accessible. If the account is still working or has not been closed by your bank or service provider, you may enroll your account.

MANILA, Pilipinas — Mula noong inilunsad ng DSWD ang ReliefAgad app sa virtual presser noong Mayo 14, umabot na sa 2 milyon ang natala nitong rehistrado na mula sa 17 na rehiyon sa buong bansa. Kahit pa mang sinimulan munang patakbuhin sa NCR, nagsimula na rin ang mga rehiyon sa buong bansa na dumami na ang nagtatala ng kanilang SAC form gamit ang ReliefAgad. May naitalang 1,094,332 mula Rehiyon IV-A – CALABARZON na may pinakamaraming bilang ng mga rehistrado, sinundan ito ng 789,719 mula sa NCR at 103,413 na mula sa Rehiyon III – Gitnang Luzon.

Sa kabila ng nakamit na bilang ito, ang pinakamalaking hamong hinaharap pa rin ang maabot ang natitirang bilang ng mga benepisyaryong kinilalang mula sa 11 na lugar: NCR, Region 3 (maliban sa Aurora Province), Region 4-A, Benguet Province, Pangasinan, Iloilo Province, Cebu Province, Bacolod City, Davao City, Albay Province, at Zamboanga City. Dagdag pa rito ang mga pamilyang hindi nasama sa unang bahagi ng SAP na mula sa iba’t ibang bahagi ng bansa.

Sa pahayag ng DSWD na Kalihim Rolando Bautista noong Mayo 28 sa virtual presser nito, “ang DSWD ang mamumuno sa pamamahagi ng ayuda para sa ikalawang bahagi ng SAP. Nakikipagugnayan ang Kagawaran sa AFP, PNP, DND at DILG para sa karagdagang tauhang tutulong sa pamamahagi ng ayuda. Nakikipagugnayan din kami sa mga bangko o service providers dahil layunin din naming mapabilis ang pamamahagi ng ayuda sa pamamagitan ng digital payments.”

Para lalo pang himayin kung sino ang mga mapapabilang sa 13.5 milyong benepisyaryo, manggagaling ito sa sumusunod: (1) 8.5 milyon mula sa 18 milyong pamilyang nakatanggap ng unang bahagi ng ayuda na magmumula sa 11 na nabanggit na mga lugar, at (2) 5 milyong itinuturing na ‘waitlisted’ o ‘leftout’.

Nasa 3.5 milyon sa nabanggit na 5 milyong ‘waitlisted’ of ‘leftout’ ay makatatanggap ng ayuda na katumbas ng dalawang buwan (P5,000 – 8,000 x 2 months). Sila ang mga benepisyaryo na kabilang rin sa 11 na nabanggit na mga lugar.

Patuloy din ang pagbigay ng teknikal na suporta ang mga katuwang ng DSWD tulad ng Developers Connect Philippines (DEVCON) at United States Agency for International Aid (USAID) upang mas marami pang benepisyaryo ang maabot at makapag-rehistro ng kanilang SAC gamit ang ReliefAgad.

“Masaya kaming natutulungan namin ang DSWD sa importanteng tungkulin na ito. Sa pamamagitan ng ReliefAgad, hindi na kailangang umalis ng bahay ang mga benepisyaryo sa pagrehistro at pagtanggap ng ayuda. Hindi na rin kailangan magbahay-bahay ng mga frontliners dahil sa ReliefAgad,” ani ni DEVCON Founder and Talino Venture Labs Chief Executive Officer Winston Damarillo.

Ito ang limang (5) importanteng paalala kung paano magagamit ng mga benepisyaryo ng SAP ang ReliefAgad habang isinasaayos ng pamahalaan ang implementasyon ng pamimigay ng pangalawang bahagi ng nasabing ayuda.

1. Gamitin ang ReliefAgad upang umiwas sa mahahabang pila at panganib sa pamimigay ng SAP.

Sa ReliefAgad, maaaring ilista ng mga benepisyaryo ang kanilang mga detalye gamit ang cellphone o laptop. Hindi na kailangan umalis ng bahay. Isa itong alternatibo sa pamimigay ng pisikal na pera. Maari mong matanggap ang ayuda sa pamamagitan ng online o mobile transfer sa inyong piniling banko na gumagamit ng PESONet o kaya sa mga e-wallet.

Ang bawat benepisyaryo ng SAP ay may sarili na natatanging barcode. Sa paggamit ng ReliefAgad, kailangan i-scan o picturan ng mga benepisyaryo ang barcode sa ibabang bahagi ng SAC form. Tampok nito ang seguridad at pirbasidad ng SAC forms upang maiwasan ang pagdoble at pagkopya ng ibang tao.

Kahit na sinimulan patakbuhin ito sa NCR, pinangasiwaan na rin ng iba’t ibang rehiyong sa buong bansa ang pagtatala ng impormasyon gamit ang ReliefAgad.

2. Sundan ang simpleng mga hakbang na ito sa paglagay ng impormasyon ng SAC sa Relief Agad.

Kung may sariling smartphone at internet:
Step 1: Pumunta sa www.reliefagad.ph gamit ang iyong smartphone.

Step 2: I-scan ang barcode na nasa ibabang kanan ng SAC form.

Paalala: Kung hindi mo ma-scan o makunan ang barcode, ilagay ng mano-mano ang serial number ng barcode.

Step 3: Ilagay ang iyong personal na impormasyon sa app.

Step 4: Ilagay ang impormasyon ng inyong mga kapamilya.

Step 5: Piliin ang inyong gustong paraan para matanggap ang pera.

Paalala: Puwede niyong makuha ang inyong ayuda na naka-cash. Hinihikayat ang mga benepisyaryo na gamitin ang mga pagpipilian mula sa GCash, PayMaya, o isa sa 58 na bangko at service providers na gumagamit ng PESONet. Matatanggap niyo ang pera sa inyong account matapos itong dumaan sa beripikasyon ng DSWD.

Step 6: Ilagay ang one-time pin (OTP) na matatanggap sa SMS or text.

Step 7: Isumite.

Matapos kumpletuhin ang mga hakbang, hintayin ang kumpirmasyon at anunsyo mula sa DSWD habang pinapagtibay nito ang mga sinumite.

Kung hindi naman gumagamit ng smartphone, maari mong gamitin ang cellphone ng inyong anak o iba pang kapamilya upang mag-register sa ReliefAgad app.

3. Siguraduhin ligtas ang personal na impormasyon upang hindi mabiktima ng mga iskam sa internet

Noong inilunsad ang ReliefAgad, marami sa mga nag-rehistro ang naglagay ng mga litrato ng kanilang matagumpay na pagrerehistro sa mga comment section ng social media ng DSWD. Pinaalalahanan ang mga benepisyaryo ng SAP na panatilihing pribado ang kanilang mga impormasyon para hindi kayo ma-iskam.

Kailangan din palaging sinusuri o fact check ang mga impormasyong nakukuha sa pamamagitan ng mga opisyal na channel ng pamahalaan at mga lehitimong media. May mga masasamang loob na naglalayong samantalahin ang krisis kaya maging alisto at maging maingat sa ating impormasyon.

Nakapaloob ang mga panukalang pang-seguridad sa ReliefAgad app upang tiyaking diretso sa DSWD servers ang inyong impormasyon. Ang inyong mga numerong nilagay sa ReliefAgad ay paraan ng DSWD upang makontakt at makatanggap ng mga anunsyo at paalala ukol sa SAP.

4. Magbukas ng e-wallet or account sa bangko kung hindi mo pa nagagawa ito. Maari ding gamitin ang mga account na hindi aktibo.

Hinihikayat ang mga benepisyaryo ng SAP na gumamit ng digital payments upang mapigilan ang lalong pagkalat at upang hindi maharap sa peligro ng COVID-19 sa mga personal at pisikal na transaksyon. Bahagi ito ng ating ‘new normal’.

Hinihikayat ang mga benepisyaryo na magbukas ng mga account online o gamitin ulit ang mga hindi na aktibong mga account. Pangmatagalang solusyon ito sa araw-araw na mga transakyon tulad ng pagpapadala ng pera sa mga mahal sa buhay, pagbabayad ng bayarin o bills, pamimili online, at pagtanggap ng ayuda mula sa gobyerno.

Sundin lamang ang mga simpleng hakbang ng mga banko at electronic payment providers at ihanda ang mga patunay na identipikasyon o sertipikasyon upang madaling makapagbukas ng account habang nasa bahay. Kung mayroon namang account na hindi nagagamit, tignan muna kung maaari pang magamit ang account. Kung pwede pa o hindi pa nasara ng bangko o service provider ang account, maaari itong gamitin sa pag-enroll.

5. Tawagan ang mga numerong ito para sa tulong.
